Study On Safety Risk Management Of Jiaxing Chemical Industry Park

Since the 21 st century,the development of chemical industry has stepped into a fast lane.In order to promote the rapid development of the chemical industry,break the bottleneck of land and resources,and create good development conditions,China has implemented the industrial and safety policies of chemical production park.According to the national policy,Jiaxing City aims to promote the chemical enterprises,meet the needs of urbanization process,and meet the people’s living conditions for the surrounding areas.It also implements the plan of dangerous enterprises entering into the park to promote the scale and agglomeration of dangerous chemical enterprises,so that dangerous chemical enterprises can be far away from the people,which not only meets the needs of production,but also reduces the number of dangerous chemical enterprises People’s fear of dangerous chemical enterprises and dangerous chemicals.According to the industrial development,Jiaxing City plans two large-scale chemical industry parks,which are large-scale petroleum refining and chemical industry parks and nine small-scale chemical industry parks,mainly the chemical enterprises relocated during the urbanization construction of the county(city,district).However,with the establishment of chemical parks and the concentration of hazardous chemical enterprises in Jiaxing,people’s concerns about chemical safety have not been reduced,especially in recent domestic chemical safety accidents,which cause people’s concerns about the safety of chemical parks,including Jiaxing,and even have the development trend of "talking about chemical color change".Therefore,from the perspective of risk management,this article analyzes and identifies the risk characteristics and types of hazardous chemicals,analyzes the methods and models of risk assessment in depth,and establishes a chemical park based on a chemical park in Jiaxing Safety risk assessment model,to identify the risks of materials and processes in chemical parks,carry out accident consequence simulation,and evaluate the risk value of chemical parks based on personal and social risks,and study the current conditions of chemical clusters through assumptions Next,the impact of the online amount of hazardous materials and resident population on the risks of the chemical agglomeration zone,and from this point of view,the current problems of the risk management of the chemical agglomeration zone are pointed out,and reference is made to the Singapore Jurong Island Chemical Park and Ningbo Zhenhai Chemical Park in the park.Advanced management experience in site selection planning,infrastructure construction,park safety production management,etc,put forward countermeasures and suggestions for optimizing the overall planning of chemical parks,improving supporting functional facilities,improving the safety assessment system of chemical parks,and implementing integrated management of chemical parks.
