Research On The Two-way Driving Development Of Environment And Economy In Northwest My Country Under The "dual Carbon" Goa

The green,environmental friendly,low-carbon,circular and sustainable production and lifestyle advocated under the “dual carbon goal” is an important initiative for China’s high-quality economic transformation and upgrading development,and is a key factor in the process of achieving the “second century goal”.The Northwest region is still in the middle stage of industrialization,and the agglomeration effect of energy-intensive,high-emission and high-polluting energy industries has brought economic benefits while weakening the ecological and environmental carrying capacity,making the task of ecological environmental protection and ecological civilization construction increasingly difficult.Combining the “dual carbon goal” and the requirements of ecological civilization construction,it is of both practical and historical significance to realize the integrated,organic integration and bidirectional driving sustainable development between environment and economy in the northwest region of China.The proposal of a bidirectional driving between environment and economy development model with Chinese characteristics will not only reflect China’s wisdom in the history of environmental and economic development,but also provide a Chinese solution for the world’s bidirectional driving between environment and economy high-quality development.This paper collects and reads relevant literatures,determines the theoretical basis and empirical methods of the study,analyses the current situation of ecological environment and socio-economic development of each province and autonomous region in Northwest China(Shaanxi province,Ningxia Hui Autonomous Region,Qinghai province,Gansu province and Xinjiang Uygur Autonomous Region)respectively,and clarifies the real situation of Northwest China under the goal of “dual carbon”.This paper focuses on the empirical study of the dimensional driving development between environment and economy in Northwest of China through two dimensions: time and space.In the empirical analysis,firstly,based on the theories of environmental economy and sustainable development,the two indicator systems of ecological environment system(EE)and socio-economic system(SE)were established based on the principles of constructing and selecting the indicator systems.The index weights were calculated to obtain the comprehensive evaluation indices of the two systems.Again,based on the comprehensive evaluation indices of the two systems,the coupled and coordinated development model was used to measure the coupled and coordinated development degree of environment and economy in each province and autonomous region,and the environmental Kuznets curve regression model was used to classify the current bidirectional driving development stages between environment and economy in each province and autonomous region.Finally,a visual analysis of the bidirectional development level between environment and economy in Northwest of China was carried out using Arc GIS spatial probe technology.The results of the theoretical and empirical studies show that: firstly,the ecological governance objectives are given more weight under the ecological environment system,and the people’s livelihood objectives are given more weight under the socio-economic system.Secondly,the degree of coordinated development of environment and economy coupling in Northwest of China is generally on the rise,but it is still at the stage of barely coordinated,and the degree of coordination varies greatly among provinces and autonomous regions.Thirdly,the bidirectional driving development between environment and economy in Northwest of China is in an "inverted U-shape",and it is still at the stage of high pollution and high economy.Fourthly,the bidirectional development between environment and economy in Northwest of China has improved,but the gap with developed regions is still large.Based on the main research results and the analysis of the PEST-SWOT model,combined with the requirements of the "dual carbon goal",this paper believes that the following areas should be strengthened in the future.Firstly,the political sphere should adhere to the construction of ecological civilization,strengthen inter-provincial interconnection,and emphasize the localization of environmental and economic co-development policies.Secondly,in the economic field,a new energy development fund pool should be set up to supplement ecological management,promote the transformation and upgrading of industrial structures,and guide sustainable investment by the general public.Thirdly,in the social field,we should deepen the construction of ecological civilization,draw on the experience of developed regions,and improve the factors of social production.Fourthly,in the technological field,we should take into account regional location factors and explore the development of universal high technology.
