Fujian Province is a major exporter of agricultural products in China.In recent years,the export volume of agricultural products in Fujian Province has been ranked among the top three in China.The main export markets include ASEAN,Japan,the United States and the European Union,etc.,but there is still a certain gap between the export volume of agricultural products in the European Union and that in the ASEAN market.The reasons are due to the strict environmental regulations of the European Union.In terms of environmental regulations,the European Union has always been known for its strictness in the world,which has gradually evolved into a kind of green trade barrier,which has a huge impact on the entry of other countries’ agricultural products into the EU market.In terms of agricultural products,the EU environmental regulations represented by the maximum residue limit standard of pesticides have produced green trade barrier effect on the entry of agricultural products from other countries into the EU market,which increases the difficulty of the entry of agricultural products from other countries into the EU market.This is also the key factor that needs to be overcome for Fujian’s agricultural products to export to the EU market.Therefore,in view of the current export status of Fujian agricultural products in the EU market,it is of certain significance to study the impact of EU maximum residue standard of pesticide on Fujian agricultural products export to the EU market in this paper.First,this paper reviews the literature on the relationship between environmental regulation and trade,then this paper introduces the general situation of the EU environmental regulation,mainly includes the development of the EU environmental regulation,the theory of its source and characteristics,etc.,and then analyzes the effect of green trade barriers produced by EU strict environmental regulations and explains how EU trict environmental regulations form green trade barriers to its imported agricultural products from two aspects of the mechanism of quantity and price.In the following empirical study,fruit and vegetable agricultural products are taken as the representative of Fujian’s agricultural products exported to the EU market,since fruit and vegetable agricultural products account for a large proportion in the types of Fujian’s agricultural products exported to the EU market.Considering the impact of pesticide residues on agricultural products,EU Maximum Residue Limits for Pesticide is taken as the representative of EU environmental regulation.In this paper,the gravity model was adopted to conduct panel data analysis on the annual export volume of fruit and vegetable agricultural products in Fujian Province to 12 European Union countries from 2008 to 2018,and the focus was on examining whether the EU maximum residue limit of pesticides had a green trade barrier effect on the export volume of agricultural products in Fujian Province.In this paper,the cross weight coefficient method of generalized least square method is used to measure.The results show that the EU Maximum Residue Limits for Pesticides hinders the export of Fujian agricultural products to the EU market,and constitutes a green trade barrier.In order to put forward better countermeasures and suggestions,this paper also calculated the trade potential of Fujian agricultural products exported to 12 EU countries in 2018.Finally,this paper puts forward relevant countermeasures and suggestions from the enterprise and government levels.
