Research On The Policy Implementation Of Waste Classification In Hefei City

China is in a historical period of "the two centenary goals".The national economic development level has been continuously improved in quality and efficiency,the scale of city have continuously extended,and the population have also continued to grow.While people’s lives are gradually becoming richer,the output of domestic waste is increasing.But it keeps rising.Excessive domestic waste cannot be fully destroyed,and resources that can be recycled and reused are wasted at will,and the ecological environment bears huge pressure.As a provincial capital city,Hefei City has a growing population and a high level of waste production.It is imperative to actively promote waste classification policies and carry out waste classification treatment.This paper takes the implementation of waste classification policy in Hefei City as the object of investigation and analysis,firstly,it briefly introduces the basic policy of waste classification in Hefei City and the relevant measures taken;then according to the Smith model and combined with based on the actual situation,a survey questionnaire was designed.A large amount of questionnaire information was obtained by distributing and recycling the questionnaires,visiting and talking with residents;after eliminating the invalid questionnaire data,SPSS,Excel and other statistics were used.The software carries out the statistics and processing of the data,and then carries out the relevant descriptive statistical analysis of the data.After analyzing the recovered questionnaire data,it can be found that there are some problems about waste classification policy in Hefei City,including the lack of pertinence in the policy content,the lack of uniformity of policy standards,and the lack of feasibility of policy details;On the one hand,the enforcement is insufficient,the enforcement subject is simplex,and there is a lack of a perfect communication and coordination mechanism.After analyzing other represented countries and cities which do garbage classification better,such as:Japan,Germany,Xiamen and Shanghai;it can be seen that these regions pay more attention to the legalization of waste sorting and clarify the powers and responsibilities of policy implementation agencies.Divide and strengthen the publicity and education of garbage classification to the public,continuously improve the infrastructure of garbage classification.Finally,while drawing on the existing literature theories and learning the advanced experience of other cities,this paper propose concrete and targeted suggestions to solve the problems : by formulating clear policy objectives and policy content,and build a complete policy system according to unified standards,so as to formulate ideal policies;by strengthening the strength of policy implementation,improving the quality of the team,and on the basis of clarifying the responsibilities of all parties,play to the strengths of each department to build a Communication and coordination mechanism between various departments;improve the overall quality of residents by enhancing the people’s awareness of classification and their policy perception,thereby encouraging the masses to actively execute the garbage sorting policies;by establishing a benign combination of rewards and punishments,introducing Social funds are used to improve infrastructure construction and other specific measures to create a good social environment.
