The Research Of LNG Shipping Performance Evaluation

As a clean,efficient,and low-carbon new energy,natural gas is becoming the focus of the world’s future fuels.With the development of science and technology,the maritime transportation of liquefied natural gas(LNG)is gradually improving,and it has become one of the important methods of LNG transportation in the natural gas industry chain.Due to the large investment in LNG shipbuilding,high management cost and prominent risks during operation,whether the LNG ships can be operated safely,reliably and economically or not directly reflects the management level of LNG ship management company.Therefore,in view of the performance evaluation of LNG shipping,it is necessary to put forward a performance evaluation method that meets its characteristics and requirements,which will help LNG shipping management companies improve the management quality and efficiency.Combined with the characteristics of LNG shipping,this paper constructs a performance evaluation indicator system of LNG shipping including quantitative and qualitative indicators from four aspects: Health Safety and Environment,Ship Inspection,Ship Operation and Ship Management.Firstly,adopt analytic hierarchy process to determine the indicator attribute weight.Secondly,in the qualitative evaluation process,an expert weight determination method based on intuitionistic fuzzy hesitation and similarity is proposed,which measures the expert weight from the ambiguity and hesitation of expert evaluation information;in the quantitative evaluation process,the data envelopment analysis(DEA)cross-efficiency model is used to process the input and output indicators of ship operation,then aggregate the obtained DEA cross-efficiency matrix by entropy weight method,and the efficiency value after aggregation is used as the evaluation value of ship operation indicator.Finally,use the evidential reasoning method to achieve LNG shipping performance evaluation.This paper determines the expert weight by measuring the uncertainty and consistency of the evaluation information of the expert group,which improves the reliability of the expert weight in group decision-making.At the same time,using the method of DEA cross-efficiency and evidential reasoning method to deal with qualitative and quantitative indicators,which solves the problem that DEA can not deal with qualitative indicators in performance evaluation.Take shipping performance evaluation of LNG ships of a ship management company as an example to analyze the feasibility and effectiveness of this method.The results show that the constructed method can accurately measure the actual operation of LNG ships,which can provide reference for LNG shipping management.
