A Study Of Data Envelopment Analysis(DEA)-based Evaluation Of Ecological Policy

Ecological policies are an important part of implementary mechanism of sustainable development strategy and a hot issue of sustainable development. With the high-speed development of global economics, the ecological environment problems increased prominently. The state formulates a series of ecological policies to guarantee the economic development while not causing ecological damage in this situation, but the corresponding supervision and evaluation system are absent.The evaluation of ecological policy is the important link in the process of policy making and it always is overlooked. There are objective factors and human factors, human factors are countries always focus on policy making process and not emphasis the process of evaluation. The objective factors mean it is hard to get full and accurate data, while the policy involves in the industry variety and procedure of using different methods in different policies are complex and time-consuming. DEA model can solve the two problems well which use mathematical programming model to evaluate the relative effectiveness of multiple cells with multiple input and multiple output. Ecological policies adhere to this feature, which can make full use of the advantages of DEA model in the evaluation of policy.This article summarizes the current situation of ecological environment around the world and in China, and review to our country existing ecological policy, in order to understand the current problem of ecological policy in our country. By researching the principles and methods of evaluation index system at home and abroad we selected suitable indicators for the effectiveness evaluation on the ecological policies in our country.In this paper, the research content is as follows:1Combined with the present situation of ecological environment at home and abroad, research direction that using DEA method to evaluate the effectiveness of existing ecological policies is proposed. Analysis the concept of "environmental policy" and "ecological policy" and clear research focuses.2Systemly and carefully studies the origin of DEA method, the model and application progress, especially for the process, modeling methods and elements and validity of the results.3Establish index system of ecological policy of evaluation, and nine industries are chosen as the model test samples, according to the limitation of DEA model, using the principal component analysis (PCA) to reduce dimensions in the first place, as a result multiple indexes can be converted to a few comprehensive indexes. The model makes use of Matlab to solve C2R evaluated model, and finally analyses and evaluates the solulion.
