Since the reform and opening up,the fierce competition in the external market and the internal demand of deepening the reform of state-owned enterprises have prompted state-owned enterprises to focus on building a modern enterprise management system,starting from optimizing the internal management system to promote the overall performance of the organization.Founded in 2015,Z Company is a state-owned enterprise in Yunnan Province,mainly engaged in energy-saving transformation and environmental governance services.Z company has two major business sectors of energy saving and environmental protection,focusing on energy saving transformation and pollution control of sewage and solid waste.Under the background of the country ’s strong support for the environmental protection industry and the promotion of green economic development,the prospect of the energy conservation and environmental protection industry is promising,but the development of digital technology and the Internet has brought many opportunities and challenges to the industry,requiring enterprises to be more agile in management and decision-making.In order to adapt to the rapidly changing external environment,Z company hopes to improve its adaptability by optimizing the performance management system.As a human resource manager of Z company,the author tries to explore the new mode of performance management of Z company through this study,break through the limitations of the original performance management mode,and fully stimulate the internal vitality of the enterprise.Based on the theory of performance management,this study takes Z state-owned enterprises as the research object,and analyzes the current situation of Z company ’s performance management system through theoretical analysis,focus group interviews,questionnaires and other research methods.It is found that the current performance management system of Z company has problems such as disconnection between performance management and strategic objectives,unreasonable performance indicators,lack of performance management links,non-objective assessment and evaluation,and lack of incentives.The causes of these problems are systematically analyzed,and on this basis,specific optimization measures are proposed for Z company’s performance management system : First.Improve the architecture design of the performance management system from the four dimensions of principles,objectives,culture and organization;secondly,the performance management theory and tools are used to optimize the implementation of the performance management system from the four aspects of performance management planning,implementation,evaluation and feedback.Finally,this study also puts forward the safeguard measures of performance management system optimization.The purpose of this study is to provide a systematic and feasible implementation plan for the optimization of Z company ’s performance management system,help Z company successfully achieve its strategic objectives,further enhance its value creation ability,and also hope to bring some enlightenment to other state-owned enterprises to further improve their performance management level.
