| With the continuous advancement of industrialization and urbanization,the general industrial solid waste management situation of resource-based cities in our country is not optimistic.It has become the important factor that hinders the sustainable development of economy and affects people’s better life.Especially after the "Zero-waste Cities" pilot project and the "double carbon" strategy,how to effectively manage the general industrial solid waste in resource-based cities has become an important issue concerned by the current academic and practical circles.In December 2018,China issued the Pilot Work Plan for the Construction of "Zero-waste Cities"(2018),and in April the following year,it announced the pilot construction of "Zero-waste Cities" in "11+5" cities and regions.It proposed to coordinate solid waste management in economic and social development,and vigorously promote source reduction,harmless disposal and resource utilization.We will resolutely curb illegal diversion and dumping,explore the establishment of a quantitative index system,and systematically summarize the experience of pilot projects,so as to form a construction model that can be replicated and promoted.We will strive to achieve the goal of zero growth in the storage and disposal of bulk industrial solid waste.In this context,to promote the effective implementation of general industrial solid waste management is not only the need to protect the ecological environment and promote the development of economic cycle,but also the inevitable requirement of urban sustainable development.In resource-based cities dominated by secondary industry and rich in mineral resources,the management pressure of general industrial solid waste is particularly prominent,which seriously affects the sustainable development of urban social economy.From the perspective of public governance,this paper selects the resource-based cities in the first batch of "Zero-waste Cities" pilot,compares their general industrial solid waste management profiles horizontally and vertically,further analyzes the reasons for their differences and summarizes the achievements they have made.Then,a variety of research methods,such as case analysis,comparative analysis and system analysis,are comprehensively used to analyze the problems existing in the management of general industrial solid waste in resource-based cities,such as: the degree of coordination of governance subjects is not high,the object of governance is relatively complex,the effectiveness of governance tools is insufficient,and the governance system is not strong.In view of the problems in the management of general industrial solid waste in resource-based cities,the following ideas and suggestions are put forward from four aspects: governance subject,governance object,governance tool and governance system: First,change the concept of management and promote the collaboration of multiple governance subjects,including changing the ideology of governance subjects,strengthening coordination among governance subjects,and improving the mechanism of interest coordination among governance subjects;Second,adhere to the "three" principle,promote the comprehensive utilization of governance objects,including clean production,strengthen storage management,pay attention to classification,promote fine management,integration of industry,university and research,increase investment in science and technology;Third,strengthen the top-level design and optimize the use of governance tools,including adjusting the application field of command and control tools,strengthening the use of incentive tools and guidance tools,and emphasizing the coordination and cooperation of various tools;Fourth,improve the standards system and relevant governance systems,including improving supporting laws and regulations,improving relevant standards and systems,and establishing an efficient regulatory system. |
