Research On The Problems Of Emergency Management In Xilingol League From The Perspective Of "One Case Plus Three Systems"

China is one of the countries with the most serious natural disasters in the world,while the overall level of safety production is low,the safety foundation of enterprise production is still weak,the rapid development of new technology,new industries,and new forms of business will also bring new risks,major accidents occur from time to time,and the pressure to prevent and solve the risk of major disasters continues to increase to ensure the people’s life and property safety and sustainable economic and social development.In the process of institutional reform in 2018,the emergency management organization emerged at the historic moment,which has become a major strategic measure to promote the construction of China’s emergency management system.Compared with other government-led public management systems,the emergency management system and emergency management institutions can be regarded as "new things".There is still a gap between them and the current requirements of economic and social development and high-quality development in terms of institutional and mechanism improvement,rule of law,optimization of emergency plans and other aspects.At present,the research of emergency management in our country mainly stands at the national level and the macro level research problem,that is,from the perspective of policy designer,policy advocate and policy changer to research the problem.In the current system of emergency management in our country,the design and decision-making have been carried out from "up" and "down",and the problems have been reflected from "down" and "up".However,there are few researches on local emergency management.This study is conducive to further enriching theoretical research on emergency management and providing practical reference for the development of local emergency management after institutional reform.This study chooses the reform and development of the emergency management system in Xilnguole City after the institutional reform as the main research object,aiming at the fact that natural disasters such as forest and grassland fire,flood,drought,sand,rain and snow,and earthquake occur frequently,and all kinds of production safety accidents occur from time to time.Starting from the construction of the local emergency management system of "One Case plus Three Systems"(emergency plan,emergency mechanism,emergency system and emergency legal system),using the whole-process theory and risk theory,and adopting the interview method to select the staff of the emergency management department and the staff of supervision service enterprises as the interview objects.Interviews were conducted on the development history,work experience and existing problems of emergency management,and studies were conducted on the emergency management in advanced areas in China by means of comparative analysis.Field investigation was adopted to investigate the organizational setup and responsibility adjustment of emergency management departments,and to analyze the division of responsibilities and changes in the institutions.Through analysis and research,The problems in local emergency management,such as incomplete plan system,incomplete integration of emergency functions,asymmetry of power and responsibility,insufficient authority,insufficient connection and coordination between "integration and division",incomplete play of the role of "prevention and rescue",lagging laws and regulations,weak emergency rescue capacity,mismatch between work tasks and professional personnel,and heavy ideological burden on cadres,were explored And compare with the framework of "one case and three systems" in-depth analysis of the causes of the problem.Drawing on the practice of emergency management in advanced areas in China,countermeasures and suggestions are put forward from the aspects of system,mechanism,rule of law and plan,such as strengthening emergency plan preparation,perfecting emergency management system,perfecting emergency management mechanism,strengthening legal construction of emergency management and strengthening construction of emergency basic support.In order to further improve the "One Case plus Three Systems" system architecture of local emergency management,To promote the reform and development of local emergency management,better adapt to the current trend of rapid economic and social development to provide reference.
