| With the development of state-owned enterprises mixed change to promote the deepening of petrochemical enterprises in deepening the reform of enterprises especially human resource reform has been in the forefront,the earlier use of performance evaluation tools for personnel selection,cash compensation,job evaluation,Pingxianpingyou etc..Sinopec North China Petroleum Company Limited(hereinafter referred to as "HB company")as a typical representative,petrochemical enterprises in recent years,although explored in enterprise performance evaluation,has made some achievements;however,with today’s new performance management theory and practice in comparison,there are still many problems,such as the index of choice is not based on the effective evaluation mechanism and screening efficiency,performance evaluation system,the evaluation content is low,the lack of evaluation index formalism and accuracy,the assessment results most often deviate from the strategic objectives of the company according to the intention and so on,these problems will undoubtedly lead to just passable performance evaluation results of the HB oil company.Therefore,it is of great practical significance to establish a scientific and perfect performance evaluation system for HB oil company.This paper based on the performance evaluation,the Balanced Scorecard(BSC),analytic hierarchy process(AHP)on the basis of theory,analysis of related theories of existing performance evaluation system,provide theoretical support for the optimization design of the HB oil company index system.Secondly,the guiding role in the development of strategic objectives,the Balanced Scorecard(BSC)principle,the original performance evaluation index system was optimized,based on the financial dimension,customer dimension,internal process dimension,learning and growth dimensions,boldly introduce fifth risk control dimension,innovative model the five dimensions of performance evaluation index system.Then,using the analytic hierarchy process(AHP)to determine the weights of evaluation factors,constructing judgment matrix,normalized data processing methods on the index weights,and gradually optimize the weights of the index system of each dimension,construct a performance evaluation system based on BSC/AHP model.Then,the method of comparative analysis,performance evaluation results of HB oil company in 2015,2016,verify the performance evaluation system before and after the implementation of company level performance evaluation gap,that this performance evaluation system optimization can improve the company’s overall performance management level,achieved results;then,combined with the new situation and new background.In order to further improve the existing performance evaluation level,this paper presents a performance evaluation system to effectively implement security measures.Finally,this paper summarizes the theoretical knowledge of MBA and summarizes the research contents of this paper,points out the inadequacies of the research,and looks forward to the follow-up work.This paper innovatively constructs the BSC/AHP performance evaluation model,optimize the evaluation index system of the five dimensions of performance test,the scientific weight index system set up,and the performance evaluation results by comparing before and after the implementation of the system,it proved that the system indeed achieved some success.The system helps improve the economic efficiency of enterprises,improve production efficiency and quality,stimulate the total Chuangxiao vitality,promote the status of enterprise internal change extensive management,internal training management competitive advantage,the future of the entire whole petrochemical enterprises,and state-owned large and medium-sized enterprises will play a certain significance. |
