The environmental impact assessment system is an indispensable and important part of the environmental management system,the most basic legal system in China’s environmental law,and a fundamental part of the current environmental management system in China.The environmental impact assessment system is to use scientific and reasonable means and countermeasures to systematically analyze,predict and evaluate the hazards and unstable impact factors that the proposed and being implemented projects may bring to the environment of the proposed target sites,and then to minimize the possible environmental impacts and play a mitigating and protective role through the results of the already systematic analysis.Public participation in the environmental impact assessment process of project construction and implementation can fully respect the public’s rights and interests in environmental protection,and also put forward reasonable scientific suggestions and opinions on the construction and implementation of the project through public participation.Through public participation,the mutual understanding between the public and the project implementation unit can be objectively increased,and the contradiction between the two can be alleviated through the participation process,which plays an important role in the harmony of the society.The effectiveness of public participation in environmental impact assessment refers to the way and degree of public access to environmental information in the process of public participation in environmental impact assessment of construction projects,and is a comprehensive reflection of the realization of the right to participate in decision-making and legal access to construction projects.This paper adopts case study method,Delphi questionnaire,comparative analysis and other research methods,investigates the current situation and problems of public participation in China on the basis of comprehensive analysis of literature,uses hierarchical analysis model,constructs an evaluation index system for the effectiveness of public participation in environmental impact assessment in China,and at the same time takes the environmental impact assessment cases in Hubei and Jiangxi provinces for in-depth research,example analyzes three environmental impact assessment The public participation situation is summarized and several major problems of the effectiveness of public participation in environmental impact assessment are identified,such as low education level of public participants,single participation method,single questionnaire,and non-targeted questions.Through this study,the following suggestions are finally put forward:(1)improve the representativeness of public participation targets(2)select scientific and effective survey methods(3)adopt diversified forms of public participation(4)innovate scientific and rationalized forms of public survey questionnaires.Finally,based on the actual situation in China,we propose countermeasures and suggestions for improving the public participation in the environmental impact assessment system by drawing on foreign experience.
