Environment is the foundation of human survival and development, a good ecological environment is the most fair and pratt & Whitney’s well-being of the people’s livelihood. With the rapid development of economy and civil gradually awakening of environmental consciousness, environmental protection has become the focus of public concern, environmental protection become the most active areas of public participation in public affairs. Good public participation will effectively promote the environmental interests expression, and safeguard the public environmental rights and interests, make up for the inadequacy of the government-leading environmental governance structure.But in our country in recent years, constantly happen because of "adjacent to avoid effect" mass incidents triggered by the environment it is easy to reflect, there are lots of problems for public participation in environmental protection in China and short board, what is the internal cause of these problems, through what way to enhance the effectiveness of public participation in environmental protection? These become the focus of this article research.Based on the comprehensive analysis and review of the literature of domestic and foreign research, on the basis of clarifying the related concepts of public participation in environmental protection, theoretical basis, to participate in the scope and function of significance, especially on the development of public participation in environmental impact assessment system made a comb. Trying to the main body of public participation in environmental impact assessment in China and the United States, scope, method and process were analyzed at the same time, through the actual case summary refining problem of public participation in environmental protection in our country. In internal cause to do in-depth analysis of the problems, on the basis of diversification in this paper, through the establishment of public participation in environmental protection model, in order to improve the effectiveness of public participation in environmental protection in China.This paper argues that influence on the effectiveness of public participation in environmental protection in our country at the top of the main internal cause lies in the system design flaws, the public environmental awareness and action of contradiction as well as the folk environmental protection organization foundation weak, the current public participation in environmental protection in China are "body limited, the way a single, narrow, the process is not complete" problems and short board. To this end, the author believes that must enrich and perfect the public participation in the main body, methods, scope and process, by perfecting system, strengthening propaganda and education, civil environmental protection organization strength, establish include public participation "subject pluralism, diversity, diversified way diversification, the process" of public participation in environmental protection, diversified patterns, to effectively improve the effectiveness of public participation in environmental protection in China.
