| In the production and processing of refined oil in China,the oil depot is an indispensable part of storage and transportation,which bears the heavy responsibility of national oil storage and has important strategic significance in China’s economic development and material security.Oil and economic development are inseparable.With the rapid development of China’s economy and the implementation of the oil reserve strategy,China’s oil reserves are bound to gradually increase,which leads to the corresponding increase in the number and capacity of oil depots to meet the needs of development.The larger the reserves of the oil depot and the more oil,the more difficult it is to manage,the more potential safety hazards and the greater the risk.In case of leakage,explosion and other accidents,irreparable huge losses will be caused to the surrounding people,environment and local economy.Therefore,ensuring the safety of the oil depot is the core goal of the oil depot management and also the research direction of the comprehensive management of the oil depot.The oil depot of enterprise A was built in 1953 and is one of the first batch of oil depots in China.Due to the early construction time and long continuous operation time,as well as the remote location,most of the employees in the depot are local people.The overall cultural level and professional quality of the employees are not high,and they do not have enough professional knowledge,resulting in relatively weak safety awareness.In the 69 years since it was put into operation,although no major safety accident has occurred,some minor accidents have occurred from time to time,such as leakage,stolen oil,roof falling,etc.,which have a certain impact on the management of the oil depot and the life and property safety of the surrounding people,and also exposed many shortcomings and loopholes in the management.This thesis starts from the actual operation of the product oil depot of enterprise A,analyzes the hidden dangers and loopholes in the process of oil depot management according to the first-hand data and working experience collected by the author after joining enterprise A,The fishbone diagram method and accident tree method are mainly used to analyze the hidden dangers and loopholes in the oil depot management process in terms of personnel,facilities and equipment,management system,etc.in the operation process.In combination with the domestic and foreign oil depot management theory and experience,targeted countermeasures and suggestions are proposed to improve the professional quality of employees,strengthen safety awareness,maintain safety facilities and equipment,optimize the layout of the reservoir area,and implemented in the work,In order to improve the management status of enterprise A’s product oil depot,it also provides a reference for the management of similar reserve oil depots. |
