Study On The Risk Analysis And Improvement Measures Of BaoJi Oil Depot

Recently,with the fast economic and technology development in our country,the level of refined oil has increased dramatically,and already become the indispensable energy sources in social production and daily life.No matter in surrounding cities or in coastal ports,have established a lot of refined oil depot.Most of refined oil depot stored flammable,explosive,volatile oil.Its leads much fire or explosion accidents in the process of production,transportation and storage,not only cause economic losses to the enterprises,but also will result in severe human casualties.So valuing the safety produce of refined oil depot,implementing risk management,discovering the safety probiem in time and preventing similar accidents has very important practical meanings for the safe operation.We took Bao Ji oil depot as the research object,dividing risks into six types for identified:process risk,equipments risk,particular job risk,environmental risk,occupational hazards risk,personnel and management risk.And partitioning assessment unit into five aspects:external safety conditions,general layout,process equipment,aided engineering and safety management.At last,Using the safety checklist method and HAZOP analysis,to evaluate qualitative evaluation of the oil depot.Using the simulation analysis of accident consequences,to evaluate quantitative evaluation of the oil depot.Build up a accident model of tank leakage and pool fires.The leakage speed and leakage amount of the tank leakage accident as well as the damage scope and influence degree of the pool fire accident are calculated.Finally,Based on risk identification,analysis and evaluation,this paper makes some countermeasures and suggestions for enhancing safety management of the oil depot,especially for the fire work of oil pipeline.The studies of this paper synthetically used the safety scientific theory and take into account of the oil depot realistic situations.The research have certain reference value,so it provides the theoretical foundation for the improvement and perfection of the oil depot.
