Analysis On The Implementation Characteristics Of Emission Reduction Policies

With the worsening ecological environment,China has formulated a series of emission reduction policies.By reviewing the development process of China’s emission reduction policies,it can be found that different emission reduction policies have different policy attributes,and thus show different implementation characteristics.This paper aims to sort out the implementation characteristics of emission reduction policies from the policy attributes,so as to put forward targeted implementation optimization suggestions.In terms of theoretical analysis,combined with the "Ambiguity-conflict" model,this paper makes an overall general analysis on the fuzziness and conflict of emission reduction policy objectives and policy means,and comes to the conclusion that emission reduction policies with target responsibility system or standard control as the main policy means generally have low fuzziness and high conflict;The emission reduction policy with economic incentive as the main policy means may have low ambiguity and conflict;Emission reduction policies with market-oriented mechanism as the main policy means are often vague and less conflict;Most emission reduction policies with social participation and scientific and technological support as the main policy means are vague and conflicting.Based on this,the emission reduction policies are divided into four types: low ambiguity-low conflict type,high ambiguity-high conflict type,high ambiguity-low conflict type and low ambiguity-high conflict type.In the empirical analysis,this paper selects four typical cases: the emission reduction policy of major pollutants in the eleventh five year plan,the total emission control policy of the Huaihe River Basin,the policy of replacing coal with gas in2017,and the pilot policy of carbon emission trading in seven provinces and cities to analyze the implementation characteristics of different types of emission reduction policies.Generally speaking,the implementation of low ambiguity and high conflict emission reduction policies will reflect the characteristics of politics,assault of implementation methods and low sustainability of implementation results;The implementation of high ambiguity and high conflict emission reduction policies will show symbolic and flexible characteristics;The implementation of low fuzzy and low conflict emission reduction policy has the characteristics of administration and resource constraints;The implementation of high fuzzy and low conflict emission reduction policy has the characteristics of experimentation,discretion and regional differences.Combined with the "ambiguity-conflict" model theory,this paper analyzes and explains the reasons why various types of emission reduction policies show the implementation characteristics as described above.On the basis of the aforesaid theoretical and empirical analysis,this paper suggests that the implementation of low fuzzy and low conflict emission reduction policy should fully consider the implementation resistance and build a long-term incentive mechanism;The implementation of high fuzzy and high conflict emission reduction policies should give full play to various social forces and improve the level of monitoring and supervision;The implementation of low ambiguity and low conflict emission reduction policy should pay attention to incentive and accountability means and resource allocation;The implementation of high fuzzy and low conflict emission reduction policies should timely follow up the implementation dynamics and guide the benign development of the region.
