Based On "Ambiguity-conflict" Model Study On The Implementation Of Municipal Solid Waste Classification Policy

With the accelerated development of urban economy and the continuous improvement of material consumption level,the production of urban domestic waste has intensified,and the phenomenon of "garbage besieging the city" has seriously affected people’s living environment,resulting in the need to carry out the classification of urban domestic waste.Guangzhou is a pilot city for the reform of urban waste classification in China.District A of Guangzhou is in the pilot area and is carrying out the work of urban domestic waste classification in full swing,which is mainly reflected in the diversification of publicity forms of urban domestic waste classification,the normalization of organization,management and supervision,and the gradual marketization of classified collection,transportation and disposal.However,the implementation of municipal solid waste classification policy in District A of Guangzhou is facing difficulties.Using Richard matland’s "Ambiguity-conflict" model of policy implementation as an analysis tool,starting from the analysis of the urban domestic waste classification policies implemented in District A of Guangzhou in 2021 and before,it is found that these policies mainly point to four links,namely,classification infrastructure configuration,classification investment,classification collection and transportation and classification disposal.Each link of policy presents different ambiguity conflict attributes.Through field investigation,it is found that the implementation of urban domestic waste classification policy in area A has the main problems of incomplete infrastructure configuration coverage,lagging construction,insufficient participation in classification and delivery,low accuracy,insufficient classification collection and transportation capacity,low degree of marketization,insufficient back-end disposal supporting facilities and low processing capacity.By adjusting the applicability of the model,the key variables for the implementation of municipal solid waste classification policy in District A of Guangzhou are: capital,rigid power,implementation scenario and superior policy alliance.Starting from the key variables,this paper puts forward corresponding countermeasures to improve the implementation effect of urban domestic waste classification policy in District A of Guangzhou.By strengthening financial guarantee,we can solve the dilemma of incomplete coverage of infrastructure allocation: improve the charging system for urban domestic waste treatment,strive for financial funds at all levels to support the construction of facilities,and attract social capital to participate in the construction of classified facilities;Strengthen the effectiveness of the exercise of rigid power and improve the effectiveness of the implementation of classified investment policies: establish and improve reward and punishment measures,strengthen the linkage of management and law enforcement,and improve the assessment and evaluation system;Improve the construction of renewable resources recovery system and improve the business situation of classified collection and transportation market: strengthen the standardized overall management of renewable resources recovery outlets,the government should comprehensively collect and analyze data,build a horizontal contact mechanism,and create a micro business situation conducive to renewable resources business entities;Build a local participation Alliance for classified disposal to make up for the shortcomings of policy alliance management: build a local platform for multiple subjects to participate together and effectively absorb the opinions and suggestions put forward by multiple subjects;Change the government’s short-term management behavior into long-term governance planning.
