| With the development of modern enterprise management,the concept of supply chain management is widely used in the management of various fields of modern enterprises.At present,in faced with increasingly severe market situation,refining and chemical enterprises are always thinking about making efforts to improve their competitiveness from various aspects.As the main raw material of a refining and chemical enterprise,crude oil purchase cost accounts for more than 70% of the total cost of the enterprise,good control of crude oil procurement cost is one of the key works in all refining and chemical enterprises.In view of the long process of crude oil import,complicated business and many links involved,it is important to apply the theory of supply chain to study the cost control of imported crude oil purchase for refining and chemical enterprises.Based on the perspective of supply chain management and the cost control theory,this paper focuses on the control of the overall purchasing cost inc.logistics and inventory cost of imported crude oil of A Petrochemical Company,mainly using the method of cost comparison analysis,comparing relevant data of Petrochemical Company A’s crude oil import trade with that of the benchmarking enterprise in the industry and seek and explore the facts in the area of crude oil procurement strategy,transportation cost control,logistics management efficiency,inventory management,etc.,including crude oil structure that is not reasonable,oil tanker freight is not well controlled,and logistics operation efficiency is not optimal and overall crude oil inventory is relevant high.And conduct in-depth analysis of root reasons in A Company’s crude oil heavy / long-term spot / pricing benchmark ratio,charter operation / scheme optimization,transportation plan arrangement / berthing and unloading connection,safe inventory / dynamic inventory / emergency inventory management,etc.Then through benchmarking,study and develop the optimization measures for crude oil procurement and transportation service procurement strategy as well as specific operation;apply ECRS(elimination,merging,rearrangement and simplification)analysis method to study and develop optimization measures for oil tanker transportation plan and arrangement and oil tanker berthing and unloading efficiency,so as to improve efficiency while meeting the requirements of various related parties;according to the historical data of ship operation,reasonably set the safe inventory of crude oil of the enterprise,and apply quantitative order method to build theoretical inventory control model to guide the company’s daily inventory management,and strive to explore crude oil emergency supply channels;develop a series of organization assurance measures,such as establishing cross-functional team,scientifically setting indicators and regular business review.Through the in-depth study of this paper,it is hoped to help A Petrochemical Company to realize the good control of the total cost of imported crude oil,at the same time,to be used for reference for the domestic similar refining and chemical enterprises. |
