Research On The Scheme Improvement Of Procurement Cost Control Of Project A For Trans-national Length Transportation Of Gas Pipeline

With the adjustment of China's energy structure,China's natural gas consumption has increased rapidly.Although China's natural gas production has been increasing,it is far below the growth rate of consumption demand,so China's dependence on natural gas imports has increased year by year.In 2017,China imported 83.8 billion cubic meters of natural gas throughout the year,which is accounting for 35.3% of the total annual consumption.One of the most important means to import natural gas is to transport the natural gas through the transnational pipeline,however the investment cost of the construction is often at a high level,and how to reduce the investment cost is the key issue for the pipeline construction.The cost of procurement in the pipeline construction occupies a considerable proportion for the investment,and the well control of procurement management cost plays a vital role in reducing the total investment.The Project A is one of the important projects of China in Central Asia,and the study of the procurement cost control of the Project A is of great reference value for the pipeline construction in Central Asia and other regions.Based on the above background,combined with the basic theory of the procurement cost control,this paper uses the literature research method,the experience summary method and the case analysis method to carry on the in-depth analysis to the three sub items of the Project A,it points out the existing problems and causes of the Project A.In terms of the details of existed problems of Project A,this paper developed the program to improve the procurement cost control of Project A in the aspect of target,principle,method,details of solutions and expected effect,meanwhile,this paper developed the guarantee solutions to realize the improvement of the scheme on the procurement cost control of Project A,the aim is to provide reference for the promotion of procurement cost control for the Line D in Central Asia,for the East Line of China and Russia as well as the other similar projects,and on the other hand it is easy for supplier to understand the trade environment of Uzbekistan and help them to invest in Uzbekistan and engage in the export trade.
