Research On The Legal System For The Prevention And Control Of Water Pollution

Since China has further promoted environmental protection and sustainable development,it has been paying continuous attention to the problem of water pollution.In order to cope with the worsening water pollution problem,China has successively issued a series of laws,regulations and administrative rules to regulate water pollution.By summarizing the current legal system of water pollution prevention and control in China,this paper analyzes the current relevant problems,namely,the protection scope of the legal system for water pollution prevention and control is not comprehensive,the legal responsibility for water pollution prevention and control is not clear,the legal provisions on supervision and management of water pollution prevention and control are not perfect,the legal measures for water pollution prevention and control are not comprehensive,the legal mechanism for handling water pollution prevention and control accidents is not perfect,and the coordination between laws in the legal system of water pollution prevention and control is poor.In view of the above problems,on the basis of drawing on the advanced experience of the United States,Japan and Sweden,this paper proposes corresponding improvement measures,namely,improving the scope of protection of the legal system for water pollution prevention and control,clarifying the legal responsibility for water pollution prevention and control,improving the supervision system for water pollution prevention and control,comprehensively formulating legal measures for water pollution prevention and control,improving the legal mechanism for handling water pollution prevention and control accidents and enhancing the coordination between relevant water pollution legislation.
