Research On Carbon Information Disclosure Quality Of Electric Power Enterprises

The world has entered the era of low-carbon economy,how to take the environmental benefits into account in the process of economic development has become an important issue of concern in the world today.Electric power enterprises are among the heavy polluting industries monitored by the Ministry of Environmental Protection in China,and the reduction of energy and power emissions is the main battlefield to achieve the "double carbon" goal.The study on the quality of carbon information disclosure of electric power enterprises can not only provide reference for stakeholders to measure the fulfillment of corporate social responsibility and sustainable development,but also provide reference for promoting energy saving and emission reduction of electric power enterprises.Based on the theories of sustainable development,corporate social responsibility,environmental economic benefits and stakeholders,this paper uses literature research,case study and comparative research to firstly construct an evaluation index system of carbon information disclosure quality in seven dimensions:completeness,accuracy,reliability,relevance,readability,comparability and timeliness.Secondly,the evaluation model of carbon information disclosure quality was constructed by combining comprehensive evaluation methods such as questionnaire survey method and content analysis method.Thirty-six electric power companies involved in thermal power business that have been listed for more than 10 years were selected as research subjects,and the feasibility and applicability of the evaluation index system and evaluation model were verified by manually collecting and collating a total of 550 documents from these companies’ annual reports,social responsibility reports and environmental social governance reports and other disclosure vehicles,and obtaining more than 25,000 carbon information reference points.Again,Company A was selected as a typical case,and the issues related to carbon information disclosure of electric power enterprises were analyzed in depth through individual cases.Company H was taken as the benchmark enterprise,and the qualitative and quantitative analysis of carbon information disclosure level of the two enterprises over 10 years was conducted by NVivo 20 qualitative analysis software,and a total of 1561 reference points were formed.Finally,relevant improvement suggestions were made to address the shortcomings of the case companies,and the concept of digital intelligence warning of carbon information disclosure quality was proposed.The study shows that:the form of carbon disclosure of electric power enterprises gradually changes from social responsibility report(CSR)to ESG report,and more and more electric power enterprises begin to recognize and implement the ESG concept;the number of enterprises participating in carbon information disclosure keeps rising,and the content of carbon information disclosure mainly focuses on low carbon strategy,low carbon target,technology R&D,project construction,management organization,economic and environmental accounting.The number of disclosures also shows simultaneous growth in the risks and opportunities brought by climate change to enterprises,low-carbon technology application,low-carbon incentive mechanism,and participation in carbon trading,etc.;the overall carbon information disclosure level of Company A from 20122018 is improving,ranking higher in the industry,but the carbon information disclosure level from 2019-2021 shows a continuous downward trend,and compared with industry benchmark enterprises both in the form of disclosure There is a gap in both disclosure form and disclosure content compared with industry benchmark companies.This paper constructs a carbon information disclosure quality assessment index system and evaluation model applicable to electric power enterprises,which provides data reference and methodological basis for the evaluation of carbon information disclosure quality of electric power enterprises,and is of reference value for Company A and other electric power enterprises to improve carbon information disclosure quality.Based on the improvement of C-F uncertainty model,a digital intelligence early warning model of carbon information disclosure quality is constructed,which proposes a solution path and scheme to shift from ex post concern of carbon information quality to ex ante prevention and control,and provides a technical idea to realize high quality carbon information disclosure.
