| The atmospheric environment is one of the important factors for human survival.In recent years,China’s economy has made remarkable achievements.With the rapid development of the economy,people’s living standards continue to improve,and the public’s requirements for atmospheric quality are also increasing,more and more people begin to pay attention to the atmospheric environment.This article introduces regulatory capture theory and intelligent regulation theory to construct a four-dimensional closed-loop analysis framework for atmospheric environmental regulation issues,involving four dimensions:regulatory subjects,regulatory systems,regulatory means,and regulatory feedback.By using this framework,the current status and effectiveness of grassroots government supervision in atmospheric environment governance in Changshu City(referred to as Changshu Atmospheric Environment Supervision in the main body of the paper)were analyzed,and the problems in grassroots government supervision in atmospheric environment governance in Changshu City were identified.Firstly,the weak sense of responsibility among regulatory entities,mainly due to government departments working alone,and the low participation of other regulatory responsibility entities;Secondly,the regulatory system continues to hold accountable,and the overall environmental supervision and accountability mechanism in Changshu City still needs to be further improved;Thirdly,regulatory measures need to be reformed and innovated,mainly relying on online monitoring and on-site inspections,with loopholes;The fourth issue is the asymmetry of regulatory feedback information,which may have caused pollution behavior for a long time,and the damage to the atmospheric environment is mostly incalculable.Further research,analysis,and summary have identified four reasons for the above issues:firstly,insufficient coordination and linkage among regulatory entities;Secondly,the regulatory system is imperfect and difficult to sustain;The third is the lack of technical and personnel supervision methods;Fourthly,the regulatory feedback mechanism is weak and information disclosure is limited.Based on its problems and causes,four corresponding optimization suggestions have been proposed:firstly,to form a single core and multiple models.Mainly including strengthening the dominant position of government guidance,encouraging active public participation,promoting corporate governance,strengthening public opinion supervision,and supplementing government supervision with social organizations.The second is to establish and improve the regulatory system.Through grid based hierarchical management,collaborative governance between departments,and joint prevention and control between regions.The third is to provide basic guarantees for human and financial resources.While increasing investment and ensuring regulation,we will promote research and development innovation,strengthen regulation from the source,and advocate for digital empowerment and intelligent regulation.The fourth is to improve the regulatory feedback mechanism.On the one hand,it breaks through the traditional information disclosure system,and on the other hand,it is also necessary to improve the assessment and evaluation system.Through the above four suggestions,the author hopes to solve the regulatory issues of grassroots governments in the current atmospheric environment governance of Changshu City,better improve the atmospheric environment,and promote the construction of a beautiful China. |
