Study On Government Supervision Of Atmospheric Environment Management In Nantong City

Since the Industrial Revolution,the deterioration of atmospheric environment has become an important political issue all over the world.Since the 18th CPC National Congress,our country has proposed "Two mountains Theory" and "China’s Double-Carbon Policy",it means that improving the air environment has reached a strategic height.In the history of atmospheric environment governance,it has caused relatively serious pollution,because of government supervision is not in place.The "air pollution prevention law" regulate that,government has regulatory responsibility for the environment and is responsible for it.The environmental regulation mainly has two modes:self-discipline and heteronomy.However,The heteronomy model dominated by the government is still the main way of atmospheric environmental regulation at present.Therefore,in order to improve environmental quality,and achieve the strategic goal of "peak carbon dioxide emissions",the government should undertake the obligatory supervision responsibility in the management of atmospheric environment.At the same time,governments have the wherewithal and the regulatory tools to drive regulation effectively.Nantong City has a geographical location near the river and the sea.Meanwhile,it is close to Suzhou,Shanghai and other industrial developed cities,which has unique geographical characteristics.Moreover,Nantong has made outstanding achievements in the prevention and control of air pollution in Jiangsu Province.Therefore,this paper takes the atmospheric environment governance of Nantong as the research object,according to the characteristics of atmospheric environment governance in Nantong and the current situation of government supervision public,applying the theories,such as"Metagovernance"、"Transaction Costs" and "Public Choice Theory ",through literature analysis,interview surveys and case studies.The study analyzed and concluded that there are five major problems in the government supervision of Nantong air environment management:government environmental supervision system is not sound;the government does not enforce the law enough in environmental regulation;local pollution occurred in some areas at specific times;the government’s ability to monitor the atmosphere is inadequate;third sector and public participation in environmental governance is not effective.In view of the problem,The author related ideas to analyze its formation reasons:the government supervision system is not perfect;laws and regulations are not sound;regional industrial land layout is not reasonable;science and technology investment is insufficient,;and the public participation mechanism is still immature.On the basis of learning from the advanced experience at home and abroad,the author puts forward five countermeasures and suggestions:We should improve mechanisms and systems,tighten pollution control,properly plan development,increase government input,and innovate regulatory methods.The purpose of this study is to analyze the current situation and put forward suggestions,so as to help Nantong Municipal government improve the level of environmental supervision,hoping to achieve the ultimate goal of improving regional atmospheric environment quality.
