Research On Marine Environment Supervision In Dalian City

The 21st Century is the Age of the Sea,the ocean has become an important resource for the sustainable development of each country's economy.Various countries are increasing the exploitation of marine resources and launching the competition of marine economy one after another,resulting in the severe situation of marine environment.As one of the important factors of the sustainable development of marine economy,the deterioration of marine environment not only affects the health of marine ecosystem,but also affects the development of marine economy and human health.The present situation of marine environment has aroused widespread concern in the world.Many countries have adopted effective measures to improve the marine environment in order to curb the further deterioration of the marine environment.In the report of the Nineteenth National Congress of the CPC and the National Plan for the Protection of the Marine Ecological Environment(2017 and 2020),China emphasized the importance of protecting the marine environment.Dalian is an important coastal city in the north of China.Having great potential for development and utilization.The ocean is the main source of its economic development.However,the overexploitation of marine resources causes the serious situation of marine environment.At present,Dalian's marine environment is facing the challenges of increasing the total amount of pollutants entering the sea,serious eutrophication of sea water,frequent marine environmental disasters and sudden accidents and so on.As the holders of public power and the provider of public goods,the government is undoubtedly the most important regulatory body of the marine environment,with the mission of protect the marine environment.However,at present,in Dalian City,the government does not perform the supervision function very well in the marine environment supervision,and the efficiency of the marine environment supervision is not high,which results in the failure of the government supervision.Therefore,how to construct the marine environmental supervision system and improve the effectiveness of the government supervision in marine environment has become a challenge to Dalian Municipal Government.Therefore,by analyzing the current situation of marine environmental supervision in Dalian,it is found that there is still a lack of government supervision in Dalian marine environmental supervision,and the regulatory authorities have a lot of law enforcement and poor coordination,and the supervision mode is single and the level of informatization is low.The level of monitoring and forecasting of marine environmental pollution needs to be improved,and the enthusiasm of society to participate in marine environmental supervision is not high.The above problems have affected the construction of marine ecological civilization in Dalian and need to be improved.In order to solve the problem,we should start from the angle of laws and regulations,the relationship of power and responsibility of the subject,the government input,the mechanism of social participation,and the pollution of marine environment itself,and try hard to solve the problem in time and effectively from the root of the problem.After finding out the problems and causes of marine environmental supervision in Dalian,through analyzing the experiences of the governments of Los Angeles,BusanCity,Qingdao and Quanzhou in marine environmental supervision,and summarizing their experiences,select adequate experience for reference.Finally,it tries to put forward reasonable suggestions from the aspects of legal construction,social coordination system,monitoring data supervision service system,supervision mode,government investment,and so on,constructing the scientific and perfect supervision system of marine environment in Dalian,improving the supervision of marine environment in Dalian,promoting the construction of marine ecological civilization,realizing the sustainable development of marine undertakings,and promoting the construction of the powerful maritime powers in China.
