Study On The Effective Implementation Of Wasteclassification In Gusu District Of Suzhou

Garbage classification is a test of social governance ability and an important indicator of high-quality urban development.After the comprehensive implementation of waste classification,it has become the top priority to implement it.As the central and old urban area of Suzhou,Gusu District has certain deficiencies in infrastructure,public services,living environment and other aspects.To some extent,it is difficult to effectively implement waste classification.What problems and particularity exist in the implementation of waste classification in Gusu District?How to better promote the implementation of garbage classification?This paper focuses on the above two issues.This paper starts with the implementation of garbage classification in Gusu District,and analyzes the blocking points,pain points and difficulties in the implementation of garbage classification through the analysis of policy design,participation of social organizations and residents,law enforcement,operation of property management companies and other aspects,and puts forward five problems:first,the policy is not targeted;Second,residents’ awareness of garbage classification needs to be improved;Third,the garbage classification coverage is not high;Fourth,there is a lack of professional policy executors;Fifth,the garbage classification and disposal capacity is relatively low.The main reasons are as follows:First,the policy formulation lacks adaptability;Second,there is a lack of proper communication and coordination among policy implementing agencies;Third,the implementation of garbage classification law enforcement is not in place;Fourth,the community has not played the role of cohesion of social governance;Fifth,the role of property in waste classification is not fully played;Sixth,there is a lack of systematic training for personnel in the process of classified collection;Seventh,the particularity of the living environment in the ancient city;Eighth,land use planning is tight,and there is no spare land for waste classification.In the short term,solving these problems requires a certain amount of time and capital costs,but in the long run,solving these problems can provide effective help for the implementation of waste classification.By learning from the advanced experience at home and abroad,this paper believes that the above problems should be solved from five aspects:improving the government’s system design and implementation of waste classification,improving the overall environment of the ancient city,strengthening the community’s participation in the implementation of waste classification,strengthening the effectiveness of property management in the implementation of waste classification,and improving the participation level of public supervision and guidance.This paper has a certain typicality in the analysis of the pilot selection.From the perspective of the grass-roots government,it has a certain innovation.The research conclusions can provide some reference for the effective implementation of garbage classification,and the relevant suggestions can also provide a reference for decision-making.
