Since the reform and opening up,the national economy has continued to grow at a high speed,but the traditional crude development model has brought great pressure to the ecological environment,and also hindered the sustainable development of economy and society.As an environment-friendly industry,the productive service industry has a positive effect on reducing carbon emissions.The integration of manufacturing and productive service industries is an important direction for industrial transformation and upgrading,which not only helps to improve production efficiency and reduce production costs and achieve economies of scale,but also helps to realize the climbing effect of the value chain.Along with the implementation of the dual carbon strategy,the establishment of a green and low-carbon economic system has become an inevitable choice for China’s high-quality economic development.Carbon emission efficiency takes into account both environmental inputs and economic outputs,and intuitively reflects the correlation between factor inputs and carbon emission outputs.Continuously improving carbon emission efficiency is an important tool to achieve a win-win situation for both regional development and environmental protection.Therefore,it is of great theoretical and practical significance to investigate the impact of integration of manufacturing and productive service industries on carbon emission efficiency in promoting industrial upgrading and realizing low-carbon green development.In this paper,we firstly sort out the core concepts of industrial integration and carbon emission efficiency,and based on economies of scale,value chain theory and low carbon economy theory,we select the coupled evaluation method to measure the level of integration between manufacturing and productive service industries based on the relevant data of 283prefecture-level and above cities in China from 2006 to 2019,and use the super-efficient SBM model that includes non-desired output to measure carbon emission efficiency,and The current situation of the two is analyzed in depth.Secondly,a two-way fixed-effects model is used to estimate the direct effect of integration of manufacturing and productive service industries on carbon emission efficiency,and robustness tests are conducted by replacing the explanatory variables,controlling for other policy effects,lagging the control variables by one period,lagging the core explanatory variables by one period,and sys-GMM and diff-GMM.The mechanism of the effect of integration of manufacturing and production service industries to enhance carbon emission efficiency is verified from two perspectives of manufacturing production efficiency and green technology innovation.Finally,the heterogeneity analysis of the impact of the level of integration of the two industries on carbon emission efficiency was carried out in three dimensions: eastern,central and western regions,resource-based and non-resource-based cities,and different time periods.The study shows that(1)the overall level of integration between manufacturing and productive service industries in China is low,but the overall trend is on the rise,and the level of integration in the eastern region is significantly higher than that in the central and western regions.During the period of 2006-2019,China’s carbon emission efficiency showed a trend of first decreasing and then increasing;and it showed a significant stepped distribution pattern of high in the eastern and central regions and low in the western region spatially.(2)The integration of manufacturing and productive service industries as an important way to improve carbon emission efficiency,and the empirical study shows that the integration of manufacturing and productive service industries has a significant enhancement effect on carbon emission efficiency.For each unit increase in the level of integration,the carbon emission efficiency increases by 0.259 units,and each control variable also has different degrees of influence on the carbon emission efficiency.In addition,robustness tests were conducted by replacing the explanatory variables,controlling for the effects of other policies,lagging the control variables by one period,sys-GMM,diff-GMM,and lagging the core explanatory variables by one period,and the conclusion still holds.(3)The mechanism test shows that the integration of manufacturing and productive service industries can improve manufacturing production efficiency and promote green technology innovation,which in turn promotes carbon emission efficiency.The heterogeneity analysis results show that the integration of manufacturing and productive service industries has a more obvious effect on carbon emission efficiency improvement in the central and eastern regions,resource-based cities and after the state issued relevant guiding policies.Finally,based on the empirical results,this paper puts forward policy suggestions such as actively exploring new paths of integration in key industry fields,exploring new modes of industrial integration according to local conditions,and carrying out pilot cities for industrial integration. |
