| The realization of ecosystem product value is a major innovative strategy proposed by the Communist Party of China(CPC)and the Chinese Government.In April 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued"Opinions on Establishing a Sound Mechanism for Realizing the Value of Ecosystem products",which clearly required key ecological function areas to be the first areas to carry out evaluation and assessment of the realization of the value of ecosystem products.China’s key ecological function areas play an important role in ensuring national ecological security and maintaining and improving the supply capacity of ecosystem products.The region is limited by the scale and intensity of industrialization and urbanization in the process of territorial space development.As the main distribution area of key ecological function areas,the Yellow River Basin has the double dilemma of fragile ecological environment base and relatively backward economic development.With the ecological protection and high-quality development of the Yellow River Basin rising to a major national strategy,exploring mechanisms for realizing the value of ecosystem products has become an important task for the Yellow River Basin.Therefore,this study takes the key ecological function areas in the Yellow River Basin as the research object,sorts out the basic theories and logical mechanisms of ecosystem product value realization,screens and constructs the evaluation index system of ecosystem product value realization effectiveness,and adopts the double-benchmark progressive method to comprehensively evaluate the effectiveness of ecosystem product value realization in the key ecological function areas in the Yellow River Basin,and analyzes its temporal evolution and spatial characteristics.Then,the factors affecting the effectiveness of ecosystem product value realization were analyzed empirically using geographic probes and typical correlation analysis.The following conclusions were mainly formed:(1)The scientific construction of evaluation index system is the basis for quantitative assessment of the effectiveness of regional ecosystem product value realization.Based on the basic theory of ecosystem product value realization,this paper summarizes and condenses the logical mechanism of ecosystem product value realization,which mainly includes four aspects:product supply,industrial development,mechanism innovation and value realization.Then,based on the logical mechanism of ecosystem product value realization,the evaluation index system of ecosystem product value realization effectiveness,including four aspects of ecosystem product supply,ecological industry development,farmers’ income enrichment and work promotion effectiveness is constructed.(2)The exploration of ecosystem product value realization in the key ecological function areas of the Yellow River Basin is at an early stage.In 2020,the average score of the effectiveness index for realizing the value of ecosystem products in the key ecological function areas of the Yellow River Basin will be 61.51,reaching a passing level overall.There is no excellent level in the 108 key ecological function areas evaluated,and only 9 key ecological function areas score at the good level.And there are still shortcomings such as the insufficient supply of ecosystem products and inadequate development of ecological industries.(3)The score of the effectiveness index of realizing the value of ecosystem products in key ecological function areas of the Yellow River basin improved by 7.14 points from 2015 to 2020.The improvement in the effectiveness of ecosystem product value realization is mainly due to the improvement of ecological environment quality and people’s welfare.From a spatial perspective,the effectiveness of realizing the value of ecosystem products in key ecological function areas in the Yellow River basin from 2015 to 2020 is positively correlated in spatial distribution,and the spatial clustering is continuously strengthened.In 2015 and 2020,the spatial clustering is mainly "H-H" clustering and "L-L" clustering.(4)The effectiveness of realizing the value of ecosystem products in key ecological function areas of the Yellow River Basin is influenced by factors such as location conditions,science and technology education,infrastructure,industrialization and urbanization.Ecosystem product supply is mainly negatively correlated with transportation infrastructure and industrialization level.Eco-industry development is mainly influenced by science,technology,education and transportation infrastructure.Farmers’ income and prosperity are significantly and positively correlated with all five factors,and the effectiveness of work promotion is mainly influenced by science and technology innovation,industrialization and urbanization. |
