| Resources and environment are the material basis for human survival and development.With the continuous acceleration of urbanization,the contradiction between economic and social development and resource environment is becoming increasingly acute.Issues such as resource shortage,ecological degradation,and environmental pollution have become important factors that constrain the high-quality development of urban economy.Jinan is the provincial capital city of Shandong Province.Currently,the three national strategies of ecological protection and high-quality development in the Yellow River Basin,China(Shandong)Pilot Free Trade Zone,and the construction of Jinan’s new and old kinetic energy conversion starting zone intersect and overlap in Jinan,bringing unprecedented historical development opportunities to Jinan.In this context,Jinan City must attach great importance to improving the carrying capacity of resources and environment,properly handle the relationship between economic and social development and resources and environment,and seize the opportunity to achieve high-quality development.Firstly,this paper combed the relevant literature on carrying capacity,combined with the theory of sustainable development,the theory of resource scarcity and the theory of complex systems,analyzed the current situation of Jinan’s resources and environment from the aspects of land resources,water resources,mineral resources,atmospheric environment and water environment,laying the foundation for the research on the carrying capacity of resources and environment.Secondly,following the principles of scientificity,systematicness and operability,the evaluation index system of resource and environment carrying capacity of Jinan City is constructed.The resource and environment carrying capacity of Jinan City is evaluated through the entropy weight TOPSIS comprehensive evaluation model,and the advantages and disadvantages of resource and environment carrying capacity of Jinan City are quantitatively analyzed and evaluated.At the same time,the main obstacle factors of resource and environment carrying capacity in Jinan are studied by using the obstacle degree model.According to the evaluation results of the resource and environment carrying capacity,combined with the actual situation of the resource and environment in Jinan,this paper puts forward policy recommendations to enhance the resource and environment carrying capacity in Jinan.Research has found that the overall resource and environmental carrying capacity of Jinan City showed an upward trend from 2012 to 2021,reflecting a sustained and healthy development trend of the city;From the temporal changes in the carrying capacity of each subsystem,the carrying capacity levels of the economic and social,natural resources,and ecological environment subsystems all show a fluctuating upward trend.Among them,the ecological environment subsystem has the largest increase,ranking from 3rd in 2012 to 1st in 2021,indicating that with the passage of time,the effectiveness of ecological civilization construction in Jinan City is gradually showing;From the perspective of obstacle degree,the obstacle degree of economic society to the carrying capacity of resources and environment in Jinan City gradually decreases,while the obstacle degree of natural resources and ecological environment to the carrying capacity of resources and environment in Jinan City gradually increases.By evaluating the carrying capacity of resources and environment in Jinan City and conducting in-depth analysis from the perspective of obstacle factors,combined with the economic and social development and current situation of resources and environment in Jinan City,the constraints on the carrying capacity of resources and environment in Jinan City were discovered,including water resource shortage,heavy environmental pollution control tasks,and unreasonable industrial structure.Based on the theory of sustainable development and combined with the actual situation of Jinan City,countermeasures and suggestions have been proposed to optimize the allocation pattern of water resources,comprehensively build a water-saving society,firmly establish the concept of green development,increase environmental pollution control efforts,build a modern industrial system,and continuously optimize industrial layout. |
