Study On The Pollution Control Of Liquor Brewing Industrial Wastewater In Luzhou City From The Perspective Of Multi-center Treatment

At present,Chinese characteristic socialism has entered a new era,the contradiction between economic development and environmental pollution is obvious,water pollution prevention is an important link in ecological environmental protection,especially industrial wastewater has a serious harm to the environment.The 18 th CPC National Congress included ecological progress for the first time in the five-in-one overall plan for the cause of socialism with Chinese characteristics,and vigorously promoted ecological progress.The report to the 19 th National Congress of the Communist Party of China pointed out that adhering to the harmonious coexistence between man and nature and building an ecological civilization are the key to the sustainable development of the Chinese nation.At the 20 th National Congress of the Communist Party of China(CPC),environmental pollution prevention and control was proposed to be carried out in a targeted,scientific and law-based manner,to strengthen the coordinated control of pollutants,and to take a holistic approach to water resources,water environment and water ecology.Strengthening the treatment of industrial wastewater pollution is an important measure to improve the quality of water environment.The treatment of industrial wastewater pollution is an important part of social treatment.In this paper,from the perspective of multi-center governance,taking Luzhou liquor brewing industry wastewater pollution control as an example,through the analysis of the existing problems in the treatment status quo,defined the five main bodies of liquor brewing industry wastewater treatment,including the government,enterprises,suppliers,non-governmental environmental organizations,the public,and put forward corresponding countermeasures to promote the liquor industry and water environment friendly and sustainable development of Luzhou city.In this paper,Luzhou liquor brewing industry wastewater as the research object to investigate,using literature method,interview method and questionnaire survey method,sorting out the main problems in the treatment process: first,grassroots environmental supervision is difficult,environmental tax collection is not scientific;Second,the capacity of liquor enterprises to treat brewing industry wastewater is insufficient;Third,the treatment cost of brewing industry wastewater is high;Fourth,the public did not take the initiative to participate in governance activities.The main reasons are as follows: low law enforcement and supervision efficiency of government functional departments,lack of professional quality,incomplete collection mechanism of sewage discharge tax of liquor brewing industry wastewater,single treatment mode of liquor brewing industry wastewater pollution,insufficient investment of enterprises in pollution control,insufficient market resources of wastewater pollution control,and lack of public awareness of liquor brewing industry wastewater.From the perspectives of government,enterprise,market and public,this paper puts forward some suggestions on the treatment of wastewater from liquor brewing industry in Luzhou City.In this paper,under the framework of multi-center treatment theory,the pollution control problem of liquor brewing industry wastewater in Luzhou city is studied,and the research perspective is innovative.The research conclusion can provide a reference for other similar cities in China to treat liquor brewing industry wastewater pollution.
