Research On The Model Of Quartz Sand Pollution In Fengyang County From The Perspective Of Polycentric Governance Theory

Since 1970 s, the economic development of rural industry has made remarkable achievements, the people also enjoy the dividends of economic development, but due to the production concept, production methods and technological innovation is lagging behind, the ecological environment is facing unprecedented challenges, serious impact on social sustainable development and people’s life safety. This thesis takes Fengyang county, one of the three main producing areas of quartz sand, as an example, based on in-depth study of its development dilemma, and using the " The polycentric governance theory " which was founded by Ostrom and his wife and his environment pollution problem system analysis, in order to explore the new way to control the industrial pollution of quartz sand in Fengyang county, and to provide some new strategies and ideas for our country to control the rural industrial pollution.The main purpose of this thesis is to explore the sustainable development path and ideal model for quartz sand pollution control in Fengyang county. There are six parts in this thesis. The first chapter mainly describes the background of this thesis, the domestic and foreign research review, research methods and content and possible innovation points; The second chapter introduces the concept, the basic content and the construction of The polycentric governance theory; In the third chapter, the general situation of quartz sand resources in Fengyang county, the basic statistics of quartz sand enterprises, the pollution situation of quartz sand, the statistics of the workers of quartz sand enterprises and the existing governance measures of Fengyang county government are investigated; The fourth chapter analyzes the reasons of the poor governance of quartz sand in Fengyang county from four aspects: government, market, social organization and citizen; The fifth chapter is to solve the problems of quartz sand pollution control in Fengyang county, and puts forward the countermeasures to solve the problems, including the construction of the government quartz sand control system, improving the regulatory role of the market, and enhancing the participation of the public and social organizations; The sixth chapter is the conclusion of this thesis.This thesis argues that polycentric governance is the natural mode of solving environmental pollution, but also the inevitable trend of public management in environmental governance. However, the construction of the rural industrial pollution of polycentric governance system is a complex and arduous project, needing to give full play to the subjective initiative of the government, market, social organizations and citizens governance subjects, between the parties to reach a common goal of governance, to establish a relationship of mutual trust and draw a range of stakeholders, and improve the governance of the main use of long-term interaction mechanism of public power to control environmental pollution, thus forming a diversified, three-dimensional rural industrial pollution of network governance system.
