The 14th Five-Year Plan period is an important period for starting a new journey of building a socialist modernized country in an all-round way and vigorously implementing the strategy of "three highs and four innovations" to build a modern new Hunan.Hunan Province is not only rich in natural resources and mineral resources,but also located in the Yangtze River Economic Belt and the central region,with the first "national" metropolitan area in central China-Changsha,Zhuzhou and Xiangtan metropolitan area.In recent years,it has achieved certain results in green transformation.Based on the current low-carbon transformation background of "double carbon" goal.This paper reviews the relevant literature of "greening" along the research train of thought of "literature review-theoretical explanation-time and space measurement and analysis-goal setting-path selection",and tries to define the connotation of "economic greening" based on Xi’s new development concept,ecological carrying capacity theory and circular economy theory.Combined with the "three-circle model" and the development situation of Hunan Province,a comprehensive evaluation index system involving three subsystems,namely,industrial green growth,environmental carrying capacity and government policy support,is constructed,which includes 28 indexes,such as the productivity of tertiary industry,the number of employees in environmental protection industry,the proportion of R&D expenditure to regional GDP,SO2 emission per unit land area,and the green coverage rate of urban areas.The entropy weight method was used to measure the dynamic time series changes of economic greening development level in 14 cities and counties of Hunan Province from 2011 to 2019.The spatial distribution map of economic greening development was drawn by ArcGIS to explore the difference of spatial pattern.The spatial autocorrelation and agglomeration characteristics of each subsystem were analyzed by Geoda,and the following results were obtained:From the perspective of time series,the indices of the overall and sub-systems of economic greening development level in Hunan Province are on the rise,which are divided into V-type,N-type,inverted V-type,oblique L-type and wave-type according to the development trend of each city and state.After systematic analysis,it is concluded that the industrial structure of Hunan Province is unreasonable and the development mode is still extensive.The current low-efficiency investment makes the economic transformation difficult;Industrial green growth and the implementation of government policies promote the green development of urban economy.From the perspective of spatial pattern,the overall distribution is "deep in the east and shallow in the west",the radiation-driven role of central cities is staged,and the balance of economic green development is gradually highlighted.From the subsystem level,there is no obvious regularity in the agglomeration of each subsystem,and the weak areas of different subsystems are different.Collaborative development is an important way to lead sustainable development.Based on the above conclusions,we should draw up reasonable policy objectives,design the path of economic green development in Hunan Province,such as structural optimization,efficiency-driven investment,legal guidance,green technology and coordinated growth,and put forward countermeasures and suggestions from the aspects of scientifically planning industrial distribution structure,promoting market-oriented green technology innovation and development,digital economy boosting productive service industry and manufacturing industry,actively building a "carbon neutral first demonstration zone" and establishing and perfecting local environmental governance system.
