Spatial Pattern And Improvement Path Of China’s Economic Performance Under The Constraint Of Targets Of Pollution And Carbon Reduction

It is an important prerequisite for the overall promotion of pollution prevention and control and the smooth implementation of carbon peak action during the 14 th Five-Year Plan period to take an in-depth investigation of China’s economic performance under the constraints of the dual objectives of reducing pollution and reducing carbon.It is of great significance to achieve the objectives of carbon peak and carbon neutralization on schedule and accelerate the comprehensive green transformation of economic and social development.In this context,this paper brings pollution reduction and carbon reduction into the performance research framework,combines SBM-DDF model with Luenberger productivity index,and scientifically evaluates the economic performance of 30 provinces in China from 2007 to 2018.This paper uses Kernel density,exploratory spatial data analysis,Dagum Gini coefficient and other analysis methods to comprehensively display the temporal and spatial pattern of China’s economic performance under the constraints of the dual objectives of pollution reduction and carbon reduction.On this basis,this paper gives full play to the additive characteristics of Luenberger productivity index,and decompose the overall performance into two dimensions: input-output system and factors.Then this paper shows the internal improvement potential of China’s economic performance under the constraints of the dual objectives of reducing pollution and carbon from the national level,regional level and inter provincial level.The results show that,（1）during the sample investigation period,China’s economic performance continued to rise under the constraints of the dual objectives of reducing pollution and carbon.Especially since the 18 th National Congress of the Communist Party of China,the growth rate has accelerated significantly.And the average growth rate from2012 to 2018 is 1.36%.（2）The spatial heterogeneity of China’s economic performance under the constraints of the dual objectives of reducing pollution and carbon is significant.The distribution characteristics of China’s economic performance is “high in the east and low in the west” in the east-west direction and “high in the middle and low at both ends” in the north-south direction.In addition,the spatial agglomeration characteristics of China’s economic performance under the constraints of the dual objectives of reducing pollution and carbon are obvious,and there is a significant spatial spillover effect between adjacent regions.（3）Under the constraints of the dual objectives of reducing pollution and carbon,the overall gap of China’s economic performance shows a “U” change trend.The gap between regions is the main source of the overall gap.Among the four regions,the gap between the eastern and western regions is the largest,the central region is the second,and the northeast region is the lowest.（4）The results of performance decomposition show that at the national level,the input system from 2007 to 2011 is the main factor leading to the negative growth of overall performance,and the desirable output system from 2012 to2018 shows a continuous negative pulling effect on overall performance.At the regional level,the performance decomposition results of the eastern,central and northeast regions are similar.The main driving forces for the overall performance improvement come from labor,energy,air pollution and carbon dioxide.The change of economic growth efficiency is always zero,and the negative pulling effect of capital investment is the largest.Different from the other three regions,in addition to the negative growth of capital input productivity,the efficiency value of economic growth in the western region is also negative in the sample investigation period.The analysis at the inter provincial level shows that 22 provinces have the lowest performance level of expected output system,8 provinces have the lowest performance level of factor input system,and all provinces have the best performance of unexpected output system.Based on the above research conclusions,this paper puts forward the improvement path of China’s economic performance under the constraints of the dual objectives of pollution and carbon reduction from three aspects: improving the quality of factor supply,promoting the synergy of pollution and carbon reduction,and strengthening regional collaborative development.The purpose is to maintain the steady rising trend of performance level at the present stage,give full play to the joint efforts of policies,accelerate the realization of double goals and promote the comprehensive green transformation of economic and social development.
