The Study On Superevision Of Grassroots Safety Production In China

Safety production is related to the life and property security of the people,the high quality development of our economy and the overall situation of reform,development and stability.Improving supervision of safety production is an inevitable measure to build a well-off society in an all-round way and an inherent requirement to realize integrated development of the people.Since the 18th National Congress of the Communist Party of China,the CPC Central Committee and the State Council have attached unprecedented importance to the work of production safety.General Secretary Xi Jinping has delivered important speeches on the work of production safety for many times,and has made important instructions about this problem for more than 30 times.It indicates the development direction,the key content and the struggle goal for the safety supervision work,and improves the safety production supervision ability of our country effectively.However,As the largest developing country in the world,China still exists the problems of unbalanced and insufficient economic development,imperfect development of market economy,and safety problems of traditional industrial enterprises.There are margins in the supervision in new industries,new forms of business and new fields.Major accidents occur frequently in key industries,and the situation of production safety is still relatively severe.Therefore,it is particularly important to further improve the supervision system of production safety in our country and enhance the governance ability of government work on safety affairs.As the main body of supervision and administration of social production safety,the department of supervision and control of production safety and its law enforcement personnel of governments below the municipal level are at the forefront of the work of safety supervision and control.The effect of safety supervision is directly related to the overall level of national management of safety production.However,under the background of the current system and mechanism,a large number of contradictions and problems of the supervision mode of grass-roots production safety have emerged in the actual implementation,such as unclear powers and responsibilities,insufficient initiative,low efficiency of law enforcement,malfunctioning of governance methods and so on.Aiming at solving the problems mentioned above,this paper refers to the academic achievements at home and abroad,combines with the author's own work practice and takes the work of safety production supervision in Licheng District of Jinan City as an example.Based on the related thories such as government supervision,coordination and principal-agent theory,this paper analyzes the causes of the problem from three aspects:the main body interest,system and mechanism and technical capability.This paper puts forward some countermeasures and suggestions to improve the supervision of safety production in grass-roots government from seven aspect such as changiing develpment concept,promoting the legal system,straightening functional relationship,constructing the cooperative mechanism,optimizing the exanination and accountability and strengthening the irnfrastructure construction.This article dialectically puts forward new opinions on interpretation of the safety supervision accountability and tries to analyze and explain the problems generated in the safety production supervision of the grass-roots government from the view of interest relationship,obtaining strong persuasion.On the proposal of countermeasures,take more consideration into resource status of grass-roots government and make proposal more feasible.However,due to author's limitations on knowledge,the depth of theoretical analysis remain to be improved.The maneuverability of the countermeasures and suggestions proposed in this paper needs to be further Verified.
