Research On The Process And Experience Of The Communist Party Of China In Promoting The Modernization Of Ecological Environment Governance Since Reform And Opening Up

The reform and opening up policy has been in motion for more than 40 years,China’s socialist modernization has achieved rich achievement,ecological and environmental governance and socialist construction are also co-existing and developing.Up to time now,the modernization of ecological environment governance has become an important part of the modernization of the national governance system and governance capacity.Looking back on the Chinese-style modernization path of ecological environmental governance,we can feel the process of stability and change.The needs of the times and the appearance of the times,the changes are the background of the times.What is constant is the concept of governance,principles and traditions of the CPC.What can be concluded is that the CPC’s process to promote the modernization of ecological and environmental governance has never been interrupted and is a historical process of successive struggles.This paper focuses on the road of ecological environment governance in China,takes the shift of major strategies to coordinate the relationship between man and nature as the symbol,and takes the development goals in different times as the basis,combs the process of the CPC promoting the modernization of ecological and environmental governance since the reform and opening up,in order to set the right direction for the future path of environmental governance and successfully embark on a new road of Chinese-style modernization characterized by the harmonious coexistence between man and nature.First of all,it defines the modernization of ecological environment governance and its related concepts,and combines with,the basic connotation of ecological environment governance modernization to build an analytical framework that includes four dimensions: system construction,governance pattern,public participation,and international cooperation,for the following scan of the CPC each historical period of the course provides the path.Secondly,taking the shift of the major strategy of coordinating the relationship between human beings and nature as a symbol,the history of the CPC in promoting the modernization of ecological and environmental governance since the reform and opening up is divided into the initial exploration stage with the goal of preventing and controlling environmental pollution,the gradual promotion stage with the goal of achieving sustainable development,and the increasingly mature stage with the goal of building ecological civilization,and is sorted out from the four dimensions of the analytical framework respectively.It attempts to examine the evolution of the CPC’s thinking and logic of action in promoting the modernization of ecological and environmental governance in a three-dimensional manner,and to systematically present the whole picture of the Chinese Communist Party’s work in promoting ecological governance since the reform and opening up.Thirdly,the paper summarizes the rich "Chinese experience" and the unique "Chinese characteristics" that China has accumulated in the process of forming ecological governance achievements today.Specifically include: adhere to the party’s authoritative leadership and safeguard the fundamental interests of the people;Coordinated progress was made in modernizing the country and improving the ecological environment.Combination of system drive and technology drive;Comprehensive progress and key breakthroughs should be unified;Independent and global integration of these five aspects of valuable experience.Finally,the paper summarizes and prospects the whole paper.On the basis of the previous research,this paper sorts out and refines the three stages of the CPC’s promotion of the modernization of ecological environment governance from four dimensions,and reveals the general laws formed by the CPC in the process of promoting the modernization of ecological environmental governance.After that,we propose five perspectives,including conceptual experience,institutional construction,management system,technology-driven,and global governance,from a mechanistic exploration of the process,so as to inspire the reconstruction and upgrading of the new road of Chinese ecological modernization in the future.
