| China is the world’s top petrochemical producer and consumer.However,due to the business’s uniqueness,the petrochemical industry is extremely dangerous.In recent years,China has seen huge catastrophes involving hazardous chemicals,forcing several petrochemical enterprises to close owing to safety concerns,and safety problems have become a key impediment to the long-term development of China’s petrochemical sector.As a result,the Chinese government places a high priority on the safety of hazardous petrochemical production,storage,and transportation,and has issued a series of development plans for hazardous chemical safety management to promote the future construction of a hazardous chemical safety system.Sinopec N Branch("Company N")is a provincial branch of Sinopec,which is responsible for the sales of refined oil and natural gas,construction of oil and gas storage and transportation facilities,and sales of non-oil products,etc.It is responsible for the production of more than 500,000 tons of refined oil and 50 million cubic meters of natural gas.Due to the flammable and explosive chemical nature of oil and natural gas,it is easy to produce explosions during the production and transportation process,causing casualties,property damage and quite serious social impacts.Therefore,the safe production management of oil and gas is very important,and N is also actively promoting the construction of safety management system,strengthening the safe production management of related chemicals and exploring new safety management methods.This essay examines the safety management at the Sinopec N provincial branch as its research subject.First,this article examines the status quo of safety management,as well as its structure,techniques,and efficacy,using interviews,on-site surveys,questionnaire analysis,etc.Second,it uses a combination of fuzzy comprehensive evaluation and questionnaire analysis to evaluate the company’s safety management.Based on the evaluation results,it analyzes its problems and hidden dangers and presents its major issues,such as improper management of special operations,a lack of awareness of safety production,and others.Finally,appropriate countermeasures were suggested from four perspectives—system development,capacity building,risk management,and digital transformation—to provide recommendations for the company to improve its level of safety management and to make pertinent recommendations for the safety management of China’s petrochemical industry in order to support the steady development of China’s chemical industry. |
