| In 2015,the State Council first proposed to build an innovation and entrepreneurship platform and strengthen its supporting role,and to enhance information disclosure and transparency by integrating innovation and entrepreneurship resources.Since its construction,the main statistical indicators such as innovation and entrepreneurship in the city have shown a trend of rapid growth.The regional demonstration bases for innovation and entrepreneurship have created a fair competition entrepreneurship environment by transforming government functions,and promoted the benign interactive development of urban innovation to support entrepreneurship and entrepreneurship to drive employment.In order to gradually promote the development of entrepreneurship and innovation demonstration bases in the direction of facilitation,diversification,specialization,functionalization and specialization,scientifically and effectively give play to the policy effects of entrepreneurship and innovation regional demonstration bases,and strengthen the city’s green innovation and entrepreneurship construction,it is necessary to make innovations in entrepreneurship and innovation areas to demonstration base policy implementation effect evaluation.Based on the regional innovation system theory,industrial agglomeration theory and sustainable development theory,this thesis takes the development status and policy texts of entrepreneurship and innovation regional demonstration bases as the starting point,and analyzes the specific impact mechanism of entrepreneurship and innovation regional demonstration bases to promote the efficiency of urban green innovation.It is proposed that the regional demonstration base for innovation and entrepreneurship is to improve the efficiency of urban green innovation by guiding scientific and technological innovation and promoting the transformation and upgrading of industrial structure.Selecting 12 indicators from the three dimensions of economy,ecology and environment,the evaluation index system of urban green innovation efficiency is comprehensively constructed.Quasi-natural experiment,based on the panel data from241 prefecture-level cities from 2009 to 2019,by constructing multi-phase double difference model,propensity score matching model and intermediary model to explore the green innovation of the construction of innovation and entrepreneurship regional demonstration bases in prefecture-level cities The impact mechanism of efficiency was tested,and the robustness of the empirical results was tested from the perspectives of sample selection,changing the control group and variable tailing.In addition,through the regional group regression of the eastern,central and western regions,and the group regression of the size of the city and the degree of resource abundance,the heterogeneity effect of the base on the promotion of urban green innovation is further tested.The study found that from the implementation effect test,the urban green innovation efficiency of the innovation and entrepreneurship regional demonstration bases has been significantly improved.From the inspection of the impact mechanism,in the areas where the regional demonstration bases for innovation and entrepreneurship are established,through the government’s formulation of preferential government and development priorities,and the coordination of talents in universities,social investment and the transformation of enterprises’ scientific research achievements to promote breakthroughs in urban green science and technology innovation,through the government’s adjustment of the total and structure of financial expenditure,guide the aggregation of green industries,and vigorously develop green,energy saving and clean industries and high-tech new energy industries.Promote industrial structure upgrading and transformation to steadily improve the efficiency of urban green innovation.Judging from the heterogeneity test,the effect of policy implementation shows a gradually decreasing law of "East-Central-West" in terms of location,and the policy innovation promotion effect is more significant in cities with larger populations,while the resource abundance of the city has no effect.In order to help the balanced development between regions by rationally planning the spatial layout and guiding the allocation of urban resources,it is conducive to the overall improvement of the efficiency of urban green innovation. |
