Study On The Land Security Policy In Green Transition Development Of Livestock From The Perspective Of Combination Both Planting And Breeding

The 18 th National Congress of the Communist Party of China put forward the construction of ecological civilization,which will promote sustainable development to green development and promote harmonious coexistence between man and nature.Livestock breeding is an important pillar industry in rural areas,and the traditional productive mode of extensive farming has brought about serious problems such as ecological environment pollution,water resources depletion,land degradation,biodiversity loss,human settlement environment dirty and messy,etc.It restricts the sustainable development of agricultural and rural areas,and it is urgent to realize the green transformation of livestock breeding.Land use is the main element and carrier of agricultural management,so it is urgent to strengthen the guarantee of land use and promote the green transformation of livestock breeding.Based on the theory of transformation development,sustainable development and agricultural production system,this paper systematically combs the domestic and foreign research literature from the perspective of the combination of cultivation and cultivation.By using the methods of literature,induction,deduction and case analysis,this paper analyzes the evolution characteristics and trends of livestock breeding policy and its land-use policy,and investigates the development and land-use situation of leading enterprises in livestock breeding,put forward to promote the livestock industry green transition development of land security policy recommendations.The main conclusions are as follows:(1)Since the reform and opening up,the evolution of livestock breeding policy has gone through four stages,including the stage of reform and recovery,the stage of rapid growth and the stage of quality development,it is mainly embodied in production function,ecological function and social function,which is manifested in high-quality intensive livestock breeding,environmental protection coordination,and integration with other industries.(2)Leading enterprises have made innovative development in the aspects of scale,intensification,intelligentization and digitalization,focusing on the production efficiency of a livestock breeding and the prevention and control of environmental pollution;combining the cultivation of characteristic crops with the recycling of livestock and poultry excreta;Construction of green industrial park,deep processing and marketing characteristics of agricultural products,and provide tour services and training and education services.(3)On the whole,the livestock breeding land-use pattern is unitary,involving many departments,the examination and approval is complicated,the supervision is not strict;The policy of livestock breeding land-use is not continuous,which leads to the high transaction cost of the enterprise.(4)Making land policy recommendations at the planning,auditing and regulatory stages,coordinating planning,optimizing processes and process supervision,scientifically evaluating and rationally utilizing natural resources,and developing a viable government and an efficient market,promote the green development of livestock breeding.
