Study On The Impact Of Emission Trading On The Structural Upgarding Of Manufacturing Industry

With the rapid development of China’s economy,the problem of environmental pollution is becoming more and more serious.Industry is the pillar industry of China’s economy,and manufacturing is its largest component.Realizing the coordinated development of economic development and environmental protection is the most important goal of China at present.Pollution rights trading is an environmental management system that is different from mandatory regulation and uses the market for mediation.This policy can not only reduce the emission of pollutants,but also promote the independent innovation of enterprises and the upgrading of manufacturing structure.It has been widely adopted by countries all over the world.Based on the panel data of 30 provinces and 27 manufacturing industries in China from 2003 to 2019,this paper uses the double difference method under the tendency score matching to explore the impact of the SO₂ emission trading pilot policy implemented in China in 2007 on the upgrading of manufacturing structure.The research finds that the implementation of the Pollution rights trading can promote the upgrading of manufacturing industrial structure,and promote the upgrading of manufacturing industrial structure through the level of technological innovation.The effect of SO₂ emission trading pilot policy shows heterogeneity in regions with different economic development levels,industries with different technical levels and industries with different pollution levels.The effect of SO₂ emission trading pilot policy on the upgrading of manufacturing industrial structure in developed regions is stronger than that in underdeveloped regions;However,there are obvious differences in the effect of upgrading the internal structure of industries with different technical levels and different pollution levels.Its positive effect on the upgrading of the industrial structure of high-tech industries and low pollution industries is higher than that of low-tech industries and high pollution industries.The SO₂ emission trading pilot policy is more conducive to the development of high-tech industries and low pollution industries.The research on the impact of Pollution rights trading on the structural upgrading of manufacturing industry can provide a strong empirical basis for the implementation and implementation of the policy.The government can implement differentiated,flexible and scientific emission rights distribution according to the characteristics of different regions and industries,so as to maximize the policy effect and promote the structural upgrading of China’s manufacturing industry.
