Supply chain emission reduction decision is influenced by multiple subjects and factors such as government, supply chain node enterprises and consumers, and these subjects and factors are mutually restricted. As consumers’ preference for low carbon increases, they pay more attention to carbon dioxide emissions in the manufacturing process of products. In order to meet consumer demand, manufacturers need to constantly upgrade emission reduction technologies.Meanwhile, government low-carbon subsidy policies also encourage manufacturers to upgrade emission reduction technologies. In recent years,in order to gain favorable impression and premium effect of green and low-carbon products in the market, many manufacturers adopt the behavior of "green-washing",which leads to the problem of consumers’ trust in green low-carbon and green products in the market. While blockchain technology can effectively realize multi-agent information sharing and solve the cost problem of multi-agent complex transactions. At the same time, based on an immutable, transparent and reliable database, blockchain technology can be introduced into the study of supply chain emission reduction decision-making.It is of positive significance to improve the reliability of government and consumers’ access to enterprise emission reduction information, the transparency of enterprises’ access to consumers’ low-carbon preference information, reduce the period cost of enterprises, and promote enterprise emission reduction. This thesis takes the secondary low-carbon supply chain composed of a manufacturer and a retailer as the research object, and the government subsidy strategy of the low-carbon supply chain as the research subject. The government invests in the construction of blockchain technology application platform, and supply chain enterprises pay for the use of blockchain technology. In this context, considering consumers’ low-carbon preference and green trust,Established before and after the application block chain technology subsidies and production subsidies four situations of government-led,manufacturers and retailers to follow three stages game model, through comparing the four kinds of situations of the optimal social welfare, manufacturers and retailers profits, low carbon yield reduction rate, low carbon products and pricing, and discusses the government block chain technology application and low carbon subsidies strategy of optimal problem. The results show that when blockchain technology is applied in the supply chain, the impact of consumers’ green trust coefficient on carbon emission reduction rate, low carbon product output, social welfare, manufacturer and retailer profit reaches the maximum. When the unit cost of enterprise application of blockchain technology is less than the cost saved by enterprise application of blockchain, the application of blockchain technology can achieve higher carbon emission reduction rate, low carbon product output, manufacturer and retailer profits. When the cost related to blockchain platform is low,the government can obtain higher social welfare by adopting blockchain technology.Regardless of whether blockchain technology is used in the supply chain or not,the wholesale and retail prices of low-carbon products obtained through government production subsidies are lower than those obtained through technology subsidies, and the production of low-carbon products, manufacturers and retailers are more profitable. When consumers’ low-carbon preference coefficient and green trust coefficient are at a high level, the government can obtain higher social welfare through production subsidies and promote enterprises to reduce emissions.
