The Beijing-Tianjin-Hebei integration aims at strengthening and developing the functional circle of the capital,building a modern region with reasonable and orderly layout of regional functions,convenient coordination,economic prosperity and happy people’s livelihood.The coordinated development of Beijing-Tianjin-Hebei region has played an increasingly prominent role in China’s economic development.However,with the rapid economic development,environmental problems in the region have become increasingly prominent and environmental capacity has become smaller.Environmental problems not only cause huge economic losses,but also violate the sustainable development Goals.Among the five synergies of Beijing-Tianjin-Hebei,the intersection and common ground of eco-environmental synergy and economic and industrial synergy lies in environmental cost,which affects two of them by grasping ecological environment on one hand and economic industry on the other.Only by clearly understanding the size of environmental cost and the role of environmental cost in regional development can it be beneficial to protect the ecological environment,promote the adjustment of industrial structure and promote the development of regional economy.In this paper,under the background of the coordinated development of BeijingTianjin-Hebei,in Beijing-Tianjin-Hebei,for environmental cost calculation object,combining the theories and methods of environmental cost,first of all to the BeijingTianjin-Hebei environmental costs are classified,including environmental prevention,environmental damage cost and environmental restoration costs,then estimates the Beijing-Tianjin-Hebei region from 2014 to 2020 the environmental costs and the measuring results are analyzed.Then,the entropy weight method is used to comprehensively evaluate the environmental cost of The Beijing-Tianjin-Hebei region.Finally,according to the calculation results and evaluation results,some suggestions on the coordination of environmental cost under the deepening of the Beijing-TianjinHebei collaborative demand are put forward.The following conclusions are drawn:(1)From the calculation results of regional environmental cost,the environmental cost of Beijing-Tianjin-Hebei region showed an upward trend from 2014 to 2020,with an increase of about 1.31 times.From the perspective of the three environmental costs,the cost of environmental damage in Beijing-Tianjin-Hebei region is increasing year by year,accounting for the largest proportion of regional environmental costs,and its change trend determines the change trend of regional environmental costs.Environmental prevention costs are relatively stable,while environmental restoration costs generally show a rising trend of fluctuation.(2)From the calculation results of environmental costs in different regions,Hebei province has the highest environmental costs from 2014 to 2020,followed by Beijing,followed by Tianjin,with an increase of 1.51 times,1.18 times and 1.11 times respectively.In terms of the proportion of the three environmental costs,Beijing is dominated by environmental prevention cost and environmental damage cost,Tianjin is dominated by environmental damage cost,and both environmental prevention cost and environmental restoration cost are paid equal attention to each other.Hebei province is dominated by environmental damage cost,and the environmental prevention cost is higher than Tianjin,and the environmental restoration cost is the lowest.In terms of the proportion of environmental costs in GDP,the three cities showed a trend of fluctuation and decline.In terms of size,Hebei province and Tianjin were both larger than Beijing,indicating that the environmental conditions of Hebei province and Tianjin were relatively serious.(3)The entropy weight method is used to calculate the comprehensive index of environmental cost in Beijing,Tianjin and Hebei from 2014 to 2020.It can be found that the comprehensive index of environmental cost in Hebei is higher than that in Beijing and Tianjin,which is consistent with the conclusion that the estimated environmental cost in Hebei is higher than that in Beijing and Tianjin.From the perspective of the three environmental cost indexes,the environmental prevention cost index has obvious changes in Beijing,little change in Hebei province,and v-shaped change in Tianjin.In terms of environmental damage cost index,Beijing and Hebei province showed an overall upward trend.Hebei Province was always higher than Beijing,while Tianjin was the highest before 2017 and the lowest after 2017.In terms of environmental restoration cost index,the change trend of Beijing,Tianjin and Hebei is relatively consistent,showing a fluctuating upward trend,and the gap between the three regions is gradually narrowing. |
