Research On The Impact Of Environmental Policy In Beijing-tianjin-hebei Region On Environmental Technology Innovation In The Background Of Air Pollution

With the rapid development of economy in Beijing-Tianjin-Hebei region,serious problems of environmental pollution and degradation of ecosystems have emerged,especially the situation of air pollution is extremely severe,people are becoming increasingly aware of the importance of the coordinated economic and environmental development.Technological innovation as the main force of economic development,especially environmental technology innovation is the key to achieve national economic development and environmental protection.Because of externality of environmental technology innovation and the defect to increase the additional cost,the appropriate design of the environmental policy is the necessary condition to encourage enterprises to promote environmental technology innovation.The unbalanced development of Beijing-Tianjin-Hebei region makes the difficult situation to improve the whole level of environmental technology innovation.Therefore,based on the systematic analysis of domestic and foreign research achievements on environmental policy and environmental technology innovation,this paper uses the research methods of combining theory with practice,qualitative analysis and quantitative analysis,focusing on the following three parts: The current status of air pollution in Beijing-Tianjin-Hebei region and the implementation of environmental policy tools were briefly summarized.Second,this paper makes an empirical analysis on the influence of environmental policy on environmental technology innovation in Beijing,Tianjin and Hebei.Based on the panel data of Beijing,Tianjin and Hebei Province,this paper constructs a regression model to study the impact of environmental policy on environmental technology innovation.It also takes into account the economic development level,International economic exchanges,industrial structure,which may have a significant impact on environmental technology innovation factors,to explore their relationship with technological innovation.At the same time,according to the per capita GDP as the basis,divide the Beijing-Tianjin-Hebei region into the more developed and backward areas,and explore the impact of environmental policy on environmental technology innovation in different regions.The empirical results show that environmental policy intensity and environmental regulation intensity do have different impacts on environmental technology innovation between different regions.Thirdly,aiming at the practical problems of environmental problems and environmental policies,the paper provides some policy recommendations on how to promote the overall environmental technology innovation in Beijing-Tianjin-Hebei region to control air pollution.
