Beijing-Tianjin-Hebei Ecological Environmental Damage Synergy Accountability Mechanism Research

The cross regional social affairs continue to emerge with the development of Economic and social,inter regional environmental pollution affect people's lives,the government bears the main responsibility for the environment,the government accountability to avoid cross regional coordination,make the government to undertake environmental responsibilities,to achieve the sustainable development of the ecological environment is the main purpose of this paper.This paper focuses on the ecological environment damage synergy accountability mechanisms of Beijing-tianjin-hebei.There is an important theoretical significance that the research results enrich the ecological accountability theory and collaborative governance theory,there has a function that it has innovate the way of Beijing-tianjin-hebei region ecological environment governance;At the same time,there is an important practical significance that it can be pointed out the direction for the coordinated and orderly asked government responsibility of cross regional ecological environment responsibility of Beijing-tianjin-hebei,it can be effectively improve the situation of ecological environment,realize the sustainable development of ecological environment.This article based on the theory of public goods theory,collaborative governance,and to present all the basic concept of collaborative accountability of environmental damage,with Beijing-tianjin-hebei as an example to study.Starting from the reality of the situation at the present stage of Tianjin ecological environment,it will analysis the feasibility of collaborative accountability mechanism construction in-depth,use the experience of foreign inter regional environmental damage collaborative accountability successful experience for reference,points out that there are both common and differences about inter regional environmental damage coordination accountability,Inspired to establish suitable for China's national conditions of collaborative accountability across the regional ecological environmental damage,explore the ecological damage to the environment of collaborative accountability mechanism in Beijing-tianjin-hebei.This paper adopts literature research method,case study method and comparative analysis method,through the analysis of relevant information and combining with the act-ual conditions of ecological environmental in Beijing-tianjin-hebei,the author thinks that the construction of collaborative environmental damage accountability mechanism in Beijing-tianjin-hebei is feasible on the aspects of policy,economy,technology and organization.O n this basis aspects,To construct a complete ecological environmental damage synergy accountability mechanism of Beijing-tianjin-hebei,the entity mechanism includes leadership,organization,response,relief,and has a clear relations hip about procedural mechanism in the prevention,start,subject,back.
