Since the reform and opening up,my country’s economy has continued to develop rapidly,and the total economic scale has continued to create new highs.my country has ranked second in the ranking of major economies in the world.Among them,the promotion system of officials with Chinese characteristics is an important reason for promoting the rapid development of my country’s economy.In the context of economic development as the center,local officials will actively improve the economic level of their jurisdictions due to the incentives for job promotion.But at the same time,my country’s ecological environment is deteriorating day by day.After realizing that environmental pollution is becoming more and more serious,the country has gradually begun to pay attention to environmental governance issues.Therefore,in the past ten years,my country’s environmental quality has been significantly improved.Based on this,the promotion of officials has become a new perspective to analyze the performance of local environmental governance in my country.After environmental governance performance indicators were gradually added to the official evaluation system,this change in promotion incentives also made officials pay attention to regional ecological and environmental issues.Then,under the new promotion incentives,what impact will the promotion of officials and their own characteristics have on environmental governance during their tenure? Does the endowment of environmental resources in the region also affect the policy choices of officials? Will the difference in the responsibilities of the two party and government officials in prefecture-level cities affect the results? Focusing on these issues,this paper selects the urban economic data and official characteristic data of 281prefecture-level cities across the country from 2003 to 2018,and uses a two-way fixed effect model to conduct empirical tests.This paper examines the relationship between the tenure of local officials,officials’ personal characteristics and environmental governance performance,and draws the following conclusions through empirical research: For municipal party secretaries,there is a significant inverted U-shaped relationship between their tenure and environmental governance performance,and the age characteristics of officials It will also significantly affect the policy implementation of officials during their tenure.Young officials will pay more attention to the regulation of environmental governance due to their higher probability of promotion.Party and government officials will also implement environmental governance policies based on regional environmental endowments.At the same time,the mayor sample also has the above conclusions.By studying the relationship between officials’ tenure and environmental governance performance,this paper analyzes the influence of officials on regional environmental governance and its operating mechanism in the process of local policy decision-making.It provides policy suggestions with certain reference value to effectively solve the regional environmental pollution and improve the local environmental quality and governance level.
