| As artificial synthetic chemicals have entered the market extensively,and become products that are inseparable from all aspects of production and life.Many new pollutants with the characteristics of toxic,persistent environmental pollution,and hidden hazards continue to be released into the environment,pose a serious threat to human health and the environment.At present,the types of chemicals in my country are complex and growing rapidly,bringing strong motivation to economic development,but at the same time,it is also facing the lack of institutional support caused by the incompleteness of chemical management legislation.The 14 th Five-Year Plan clearly proposes to "strengthen the treatment of new pollutants".However,the existing legislation of chemical management in my country focuses on the management of production safety and the governance of conventional pollutants,lacks necessary attention to the governance of new pollutants,and hinders the real advancement of the management of new pollutants.At the moment of promoting the construction of beautiful China,the new pollutant treatment has become a bottleneck factor that cannot be ignored.The hazards of new pollutants are hidden and severe,and are characterized by trace amounts of harm and high treatment costs.Therefore,the construction of chemical management legislation under the perspective of new pollutant governance cannot directly copy the legislative body of the existing pollution prevention and control law",and it is urgent to form a unique legislative system.The core of the construction of this legislative system is to form a corresponding legal system guided by the legislative concepts of risk prevention and environmental management of the whole life cycle of chemicals.That is,to build a chemical management legal system covering basic systems such as risk identification,risk assessment,risk control,green recycling,and green substitution,and provide a preliminary idea for the improvement of relevant legislation in the context of new pollutant governance. |
