Research On Quality Assurance Of Sanitation Service Purchased By Local Government

Since the 1980 s,government purchase of sanitation services has gradually become an important measure for the reform of my country’s sanitation service supply,an important innovative means to promote urban environmental governance in my country,and an effective way to promote the quality of sanitation services.In the new era,the quality of sanitation services purchased by individual regional governments lacks effective guarantees.For this reason,how to provide better and more diverse sanitation services for the masses,and how to further ensure the quality of services,is an important issue that needs to be studied at present.Based on the main line of quality assurance,this paper selects District D of N City as the research object.On the basis of sorting out the research status,related concepts and theories of government procurement of sanitation service quality,from the project decision-making link-demand assessment and planning,the main body selection link--Market environment and qualification review,process implementation link-purchase method and contract management,evaluation feedback link-performance evaluation and other quality influencing factors to build an analysis framework;through random distribution of questionnaires and interviews to summarize the quality of sanitation services purchased by the government in District D of N City Development status,summarize the quality assurance practice of purchasing sanitation services by the government of N city D district;the survey found that there are the following quality assurance difficulties in the process of purchasing practice,one is the lack of effective demand assessment,the lack of comprehensive rationality of project planning and other project decision-making difficulties,the second is There are many difficulties in the selection of subjects such as the lack of matching of market acceptance subjects and the urgent need to improve the review mechanism.The third is the process implementation difficulties such as the high risk of purchasing methods and the need to improve contract management.Fourth,the importance of performance evaluation needs to be improved.Participation in performance evaluation needs to be guaranteed and other evaluation feedback dilemmas.This paper uses relevant theories to analyze from the four levels of project decision-making,subject selection,process implementation,and evaluation feedback.It is found that the problem stems from the failure of the subject’s decision-making under the motivation of interest-related,the adverse selection of subjects caused by the immaturity of the market,and the talents in the process implementation.Lack of incentives and moral hazard in quality management and result feedback;proposed a quality assurance path for local governments to purchase sanitation services in view of the predicament,and proposed that in the project decision-making process,attention should be paid to demand assessment,scientifically define content,coordinate project planning,and improve decision-making processes;The main body selection process should cultivate social forces,promote the market mechanism,improve the evaluation system,and standardize the evaluation process.In the process implementation process,a communication mechanism should be established to prevent purchase risks,improve contract management,and ensure high-quality services.Departmental performance evaluation should be improved in the evaluation feedback process.attention,improve performance evaluation indicators,and ensure public participation.
