Sustainable Development Goals(SDGs)put forward requirements for building sustainable cities.In order to promote the sustainable and healthy development of urbanization,since the 16 th National Congress,China has gradually deployed the working ideas of new urbanization.In recent years,the concept of new urbanization has adapted to the strategic effects of China’s longterm development.Not only improved levels of citizenship but also investments and labor will be gathered in the center of the city.The agglomeration of production factors provides the basis for regional industrial agglomeration.The upstream and downstream industries are accumulating in a certain area,the industrial structure is gradually optimized and tends to be reasonable,attracting more rural population to urban employment,and the urban economy continues to develop and accelerates the pace of urbanization.In the process of mutual promotion between new urbanization and industrial agglomeration,China’s urban construction has been continuously improved.In the process of new urbanization,it is inevitable to bring about the aggregation of population and industries,which will also bring prominent environmental problems,such as excessive discharge of wastewater,waste gas and solid pollutants.Among the106 countries with serious air pollution listed in the global air quality report in2020,China ranks 14 th.According to the 2020 bulletin on China’s ecological environment,36 groundwater source monitoring points exceed the standard,and the annual stockpile stock of bulk solid waste is nearly 3 billion tons.Environmental problems have become prominent problems to be solved in the14 th Five Year Plan period.Therefore,the coordination and healthy development of new urbanization and industrial agglomeration will directly or indirectly affect the environmental quality.This paper analyzed the relationship between the three.Firstly,the core index of new urbanization is measured based on 15 indicators.Industrial agglomeration was measured by the statistical standard based on the total industrial output value and employment.Due to its particularity,environmental conditions are comprehensively considered in the selection of indicators,in the selection of environmental indicators,the discharge of solid waste,the discharge of chemical oxygen demand in wastewater and the discharge of sulfur dioxide are selected from the perspectives of solid,liquid and gas.By drawing a histogram,this paper analyzes the current situation of the data of three variables from 2007 to 2020.Secondly,in the empirical research,firstly,the coupling degree model is constructed to quantitatively analyze the coupling and co-scheduling of new urbanization,industrial agglomeration and three pollutants in China’s provinces.On the basis of the EKC curve,taking 30 provinces from 2007 to 2020 as the research object,this paper constructs the basic regression model of new urbanization,industrial agglomeration and environmental pollution,and selects the fixed effect model for regression.In order to analyze the phased differences of industrial agglomeration on environmental effects in the process of new urbanization in China,this paper also used the threshold regression model to test the different effects in different urbanization processes.In 2020,the coordination degree of the three is higher than that in 2007,and there are great differences among regions.The eastern region reflects a higher value,while the central and western regions decrease accordingly.The results of the test showed that the new urbanization level will mainly have a direct non-linear impact on solid waste and wastewater.However,there is no link between the new level of urbanization and sulfur dioxide emissions.Industrial agglomeration increased solid waste gas pollution and inhibited water pollution and sulfur dioxide emissions.The relationship between economic development and the emissions of three pollutants conforms to the EKC curve.The threshold regression results are as follows: There is a significant double threshold effect of industrial agglomeration on solid pollutant emissions,no threshold effect on water pollution and a single threshold effect on sulfur dioxide emissions.
