Research On The Effect Of Industrial Pollution Reduction Based On Environmental Regulation

Affected by the global economic instability and the adjustment of it’s own industrial structure,China’s economic shifted actively and slowed up reasonably to achieve steady economic growth and social harmony and stability.However,the environmental pollution caused by economic development is still relatively prominent,facing of the deteriorating ecological environment,increasingly depleted resources and the extensive mode of development,it is necessary to realize the goal of industrial pollution reduction.Under the double pressure of economicdevelopment and environmental protection,Governments pay more and more attention to the environmental regulation policy,the continuous improvement of environmental regulation system is more and more obvious in reducing the intensity of industrial pollution emissions.Based on this,it is of great theoretical and practical significance to study the effect of environmental regulation on industrial pollution reduction,also,to analysis and empirical study the internal mechanism of environmental regulation affecting industrial pollution reduction.On the basis of systematic review of relevant literatures about environmental regulation and pollution reduction by scholars at home and abroad,starting with “Three Party ”of the central government,local government and enterprises,through in-depth analysis of the contract theory model of industrial pollution reduction effect of environmental regulation directly influence mechanism,and analysis of industrial pollution reduction effect of environmental regulation mechanism from the indirect effects of “Four Body”,including energy efficiency,industrial structure,foreign direct investment and technology innovation.The results show that when the local government chooses low intensity environmental regulation,the pollution emission increases by a large margin,which is not conducive to pollution reduction;When the local governments choose the moderate intensity environmental regulation,the increase of industrial pollution emissions is not conducive to pollution abatement,and the probability of environmental pollution incidents increases slightly;When the local government adopts the high intensity environmental regulation,the amount of industrial pollution emission decreases and the pollution emission reduction is promoted,and the probability of environmental pollution incidents is less;In addition,environmental regulation indirectly affects the effect of industrial pollution reduction through “Four Body”,including energy efficiency,industrial structure,foreign direct investment and technological innovation.By the analysis of present situation of environmental regulation and industrial pollution,From the industry point of view,the environmental regulation of the high intensity group,the medium intensity group and the low intensity group show different trends,and the average intensity of the pollution emission of the whole industry is inverted "V" type.From the provincial level,the environmental regulation and pollution emission trends of differentprovinces are different,the trend of "wave line" of the overall environmental regulation in the province,the sum of the total amount of industrial waste water discharge is first increasing and then decreasing,the total amount of industrial waste gas emissions showed a linear upward trend,and the evolution trend of the total amount of sulfur dioxide emissions was unstable.Whether industry or provincial level,there is a strong correlation between environmental regulation and pollution emissions.Based on the analysis of industrial heterogeneity,this paper tested the existence of the threshold effect and the threshold value,then chose the threshold model to regress the contaminated reduction effect of environmental regulation and demonstrated it from the perspective of industry.Regarding environmental regulation,pollution intensive,technology intensive,resource intensive as threshold variables,the results showed that the “U” trend was presenting between environmental regulation and industrial pollution emissions intensity.Direct impact mechanism test results show that,in the regression estimate of environmental regulation and pollution intensity as threshold variables,the intensity of environmental regulation and the intensity of industrial pollution emissions showed "U" trend,in the regression estimation based on technology intensity as threshold variable,in the first and third threshold intervals,enhancing environmental regulation intensity is not conducive to industrial pollution reduction,in the second threshold range,enhancing environmental regulation intensity is conducive to industry pollution reduction;In the panel threshold regression estimation of industrial heterogeneity,environmental regulation intensity and pollution emission intensity showed "U" relationship.Indirect effect mechanism test showed,under the influence of energy efficiency and technological innovation,when environmental regulation intensity is in the first threshold range,enhancing environmental regulation is not conducive to industrial pollution reduction;Under the influence of foreign direct investment,strengthening environmental regulation is conducive to industrial pollution reduction.When the environmental regulation intensity is within second threshold,environmental regulation will restrain industrial pollution emission through three intermediaries,such as energy efficiency,foreign direct investment and technological innovation,which will be beneficial to industrial pollution reduction.By spatial weight matrix,the Moran-s I statistics and LISA statistics are used to test the spatial auto correlation of pollution reduction in this paper,on this basis,using the MLE estimation method,constructing a spatial panel model of Du objects,Empirical test of environmental regulation of industrial pollution reduction effect,the direct impact mechanism and indirect impact mechanism from the provincial perspective.The empirical results show that the intensity of industrial pollution emissions agglomerate in certain geographical space,from space unit total effect,strengthen environmental regulation is conducive to industrial pollution reduction inspection;direct effect mechanism showed that in spatial factors,environmental regulation has obvious promoting effect on industrial pollution emissions,is not conducive to industrial pollution reduction;Indirect impact mechanism testrevealed,environmental regulation can enhance energy efficiency and reduce the proportion of the two industry to reduce pollution emissions intensity,contribute to the industrial pollution reduction,environmental regulation can also be increased through foreign direct investment,technology innovation to promote the industrial pollution emissions intensity,is not conducive to industrial pollution reduction.Based on the conclusion of the study,on the basis of industry heterogeneity and provincial spatial differences,proposed environmental regulation of industrial pollution reduction policy recommendations from three aspects: establishing of "three party" supervision mechanism,strengthening environmental regulation of the "four" intermediary mechanism and constructiving of environmental regulation coordination system.
