The continuous improvement of China's industrial agglomeration has made an important contribution to China's rapid economic growth. However, the environmental pollution caused by industrial agglomeration and population concentration has become increasingly prominent.Industrialization and urbanization constitute the objective basis of environmental problems. In the context of vigorously promoting new urbanization in China,it is of great significance to put the urbanization level into the research system to further explore the impact of industrial agglomeration on environmental quality of different provinces under different levels of urbanization.Based on the relevant theories of economics, finance and international trade, this paper analyzes the operating mechanism of industrial agglomeration on environmental pollution and integrates the level of urbanization into the research system to establish an expansion model.Based on the panel data of 30 provinces in China from 2006 to 2016,Pearson correlation test method is used to screen six indicators for measuring environmental pollution. The panel data static threshold regression model and the dynamic threshold model are used respectively, with the industrial concentration as the independent variable, the pollution emission level as the dependent variable, and the new urbanization level as the threshold variable to study the relationship of industrial agglomeration and environmental pollution under different urbanization levels. The main results show that: The impact of industrial agglomeration on environmental pollution has significant threshold characteristics under different urbanization levels. The relationship between industrial agglomeration and environmental pollution is not a simple monotonous increase or decrease, but an inverted U-shaped nonlinear relationship, that is,industrial agglomeration will aggravate the degree of environmental pollution in the short term in China, but will improve the environmental quality in the long run.In addition, both FDI and environmental regulation play positive roles in environmental protection. Finally, the paper proposes relevant policy recommendations based on the above research conclusions.
