Investigation Report On The Implementation Of The Regulations Of Xuzhou Municipality On Municipal Solid Waste Management

Municipal solid waste(MSW)is constantly increasing globally due to economic growth,which destructs the city’s appearance environment and weakens the sense of people’s experience of the good life.In order to realize the law-governing management and improve the treatment efficiency of MSW to meet the public’s requirements for the living environment,Xuzhou Municipality officially introduced the Regulations of Xuzhou Municipality on Municipal Solid Waste Management(hereinafter referred to as the Regulations)in 2020,providing a legal guarantee for the treatment of MSW.Now the Regulations has been executed for more than one year,and it is urgent to study the effectiveness and problems during the implementation process.Here,we investigated the implementation of the Regulations around its main contents and systems comprehensively by questionnaire survey,on-the-spot investigations and interviews.Based on the results,we analyzed the implementation from the following aspects:(1)general situation of implementation;(2)reduction and recycling as resources of MSW;(3)pre-sorted waste disposal;(4)collection,transportation,and treatment of sorted waste;(5)law enforcement and governance situation.Our report reveals that Xuzhou municipal waste management has achieved remarkable success since the enforcement of the Regulations.The relevant systems and governance measures improved during the implementation also fully reflects the important role of legal governance,which basically corresponds to the purpose of legislation.Based on the above research,this report considered that there were the following problems in the current implementation:(1)centered on reduction of circulation processing system still needs to be improved;(2)the pre-sorted waste disposal effect is not obvious;(3)a set of charging system needs to be implemented;(4)the guidance and compulsory effect of law enforcement are not obvious;(5)the effect of governance cannot be maintained for a long time and has the limitations of sports governance.Then,analyses the possible reasons.Some countermeasures and suggestions are as follows after analyzing both the research on the theories of laws about MSW management and experience in other cities:(1)to strengthen the reduction for the key,and gradually improve the living garbage recycling system;(2)diversion collection-oriented to improve the effect of the pre-sorted waste disposal effect;(3)develop a plan to form a set of charging system;(4)optimize the penalty clause set,discretion standard for execution;(5)build long-term legal treatment operation patterns for social co-governance.
