Study On Grid Supervision Of Marine Traffic Safety

Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at the core has clearly proposed to promote the modernization of the national governance system and governance capacity,and to promote the construction of a modern maritime supervision service system with better processes and higher standards,which is of great significance to safeguarding the logistics supply chain,people’s basic travel,hinterland urban and rural development and life safety of the Yangtze River Economic Belt.In 2007,Jiangsu Maritime Safety Administration took the lead in launching a grid supervision pilot project in Zhangjiagang Maritime Safety Administration,dividing the jurisdiction of Zhangjiagang Maritime Safety Administration into 16 water grids and 17 land grids,clarifying management principles,management points and responsible departments,responsible ships and responsible officers.It incorporates dynamic execution and emergency management into the framework of grid supervision with the command center as the core department.After a period of operation,improvement and promotion,it has been popularized and applied by the national maritime system.With the rapid development of economy and society,the concept of humanism has become more and more deeply rooted in the hearts of the people,the value of life and ecological value has become more and more concerned,and the media attention and social impact caused by water emergencies have become more and more important.The accountability of safety supervision is getting heavier and heavier,and the pressure of water traffic safety supervision is also increasing.The contradiction between the growth rate of supervision equipment and personnel is far from meeting the actual work needs is very prominent.This paper uses the theory of public management,and adopts the methods of literature research,survey research,case analysis,etc..On the basis of public management theories such as new public management theory,seamless government theory,risk classification management theory,etc.,taked the grid supervision practice of water traffic safety of Zhangjiagang Maritime Safety Administration as an example,the division principles of water grids,grid inspections,division of responsibilities in grids,and the current status of participating entities were sorted out,and the risk factors in each grid unit were comprehensively analyzed,in order to optimize the grid mode of water traffic safety supervision,realize the classification and hierarchical management of water traffic safety risks,and ultimately improve the intrinsic safety of water traffic.The study found that the grid supervision of water traffic safety of Zhangjiagang Maritime Safety Administration has achieved preliminary results,realizing the improvement of changing the supervision method,clarifying the implementation of responsibilities,organically integrating law enforcement resources,improving law enforcement efficiency,and improving overall quality,providing the public with good navigation environment and navigation order.But there are still some problems,such as poor coordination,imperfect information construction,and lack of grid team construction.The reason is that the first is the lack of the concept of collaborative governance among the participating entities,and the maritime sector is more like a "leader" rather than a "participant";second,due to the traditional promotion model of the maritime sector,the informatization lacks top-level design and the system is repeatedly designed;Third,the management model lacks a supporting mechanism,which cannot motivate grid personnel to improve their comprehensive governance capabilities and grid work enthusiasm.To this end,the author puts forward optimization suggestions for optimizing the grid supervision mode of water traffic safety,such as strengthening team building,changing governance concepts,building information platforms,optimizing business processes,and establishing supporting mechanisms.It is hoped that the research results of this paper can further effectively link the resources of maritime and local governments,functional departments,port and shipping enterprises,and terminal units,promote the realization of a new pattern of maritime modernization with high-quality development of all factors,and ensure the efficiency of grid governance,as well as a replicable and generalizable experiences for other grid supervision.
