Research On Influencing Factors Of Accountability Of Party And Government Leading Cadres In Production Safety Field

Accountability plays an important role in supervising fair power,promoting political civilization and building a responsible government.Realistically,the rapid economic development is accompanied by the extensive development concept of attaching importance to development but neglecting safety.The frequent occurrence of production safety accidents has had a serious impact on the society,which not only threatens the public’s life and property safety,but also causes the citizens’ trust crisis in public safety,which is a challenge to the government’s governance ability.Production safety has become a key area of social concern and an important link of government governance.At the national governance level,safety in production,as a long-term basic national policy of the country,is the bottom line of steady economic progress.The requirements of improving the responsibility system for production safety put forward in the report of the 19 th National Congress of the Communist Party of China,the emphasis of the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China on implementing the responsibility system for production safety,and the attitude of the constantly promulgated rules and policies on clarifying the responsibility of party and government leading cadres for production safety all reflect the state’s emphasis on production safety,which also provides institutional basis for strengthening the party’s leading role in production safety and local party and government leading cadres’ responsibility for production safety.At the theoretical level,the academic circles have conducted multi-faceted discussions on accountability,and achieved fruitful research results.However,there is a lack of discussion on the mechanism of accountability,and most of the studies are placed in the macro-political environment,ignoring the impact of event attributes and political processes on accountability results.Therefore,it will be the focus of this study to study the influencing factors and configuration paths of the accountability of party and government leading cadres in the field of production safety.Based on the theory of responsible government,bureaucratic theory and event system theory,this paper constructs a causal model of the accountability of party and government leading cadres in the field of safety production.On this basis,this study collated the investigation reports of 74 production safety accidents since the 19 th National Congress from the websites of national and local emergency management departments,local people’s governments and other websites,and selected six conditional variables,namely,higher level of attention,accountability rank,accountability cause,accident category,accident location and accident severity,from two dimensions of hierarchy and incident attribute.Selecting the accountability form of the highest party and government leading cadres in government organizations as the outcome variable,and using fsQCA3.0 software,this paper analyzes and reveals the core conditions and configuration paths that have influenced the accountability of Chinese party and government leading cadres since the 19 th National Congress.The results show that the accident severity,accident location,accident category and accountability rank in the dimension of accident attributes can all affect the accountability results to some extent.As the core influencing factor,"accident severity" indicates that the accountability basis of party and government leading cadres after the 19 th National Congress mainly comes from the information acquisition and value judgment of production safety accidents.The accountability paths are summarized as event-oriented accountability path,responsibility ambiguity accountability path and pressure response accountability path.On this basis,some suggestions are put forward on the construction of responsible government,such as paying attention to events and taking positive actions,strengthening the internal binding force and decision-making accountability of leading cadres of the party and government,and refraining from expressing the attention of superiors.
